Main Purpose of Job
The Unit Manager provides administrative support for the assigned program by developing and executing plans that ensure the implementation of goals and objectives set for the program and the overall mission of the agency. The core responsibility is to ensure the safety, permanency, and well‑being of each vulnerable adult and child in each caseload. The incumbent oversees professional social workers at a supervisory level, lower‑level social work staff, Family Services Caseworkers, clerical, and other support staff while providing customer service that meets or exceeds department standards.

Position Duties
Administration

Maintain records and controls for monthly statistical reports, service compliance reviews, re‑evaluations, and court progress reports.

Generate accurate, comprehensive data reports that document the work completed in the past month.

Implement policies to assure delivery of services in accordance with BCDSS policies and procedures.

Ensure compliance with Standard Operating Procedures, COMAR regulations, and provide oversight to Social Work Supervisors.

Assist with development of studies, maintain and analyze data on case movement, and implement systems to ensure timely completion of required activities.

Assign case responsibility to guarantee coverage at all times and monitor staff compliance with record maintenance.

May be required to work evenings, weekends, and to provide on‑call coverage; work may be performed in community settings.

Coordination / Facilitation

Communicate regularly with the Program Manager regarding timely entry of data into CJAMS.

Ensure supervisees receive a minimum of 3 hours of face‑to‑face supervision per month or 1 hour per 40 hours worked.

Oversee maintenance of a flex funds log documenting financial assistance provided by the agency.

Disburse and utilize funds in a fiscally sound manner.

Job Development Activities

Obtain at least 40 credit hours of continuing education every two years as required by the Maryland State Board of Social Work Examiners.

Minimum Qualifications

Master’s degree in social work from an accredited college or university approved by the Council on Social Work Education.

Seven years of professional experience in a social work capacity, with at least five years in an administrative, supervisory, or consultative capacity.

Experience may include U.S. Armed Forces military service at a rank of Corporal/Petty Officer or higher, counted as equivalent professional experience.

Preferred Qualifications

Three years of experience working in a Child Welfare program.

One year of experience with out‑of‑home placement.

Two years of experience using Excel and Google Sheets.

Two years of experience analyzing data trends to determine improvements.

Possession of an LCSW‑C license.

Licenses, Registrations, and Certifications

Must be licensed by the Maryland Board of Social Work Examiners.

May be required to operate a motor vehicle; must possess a valid Maryland driver’s license.
