Substation Program Manager – Strategic Growth & Delivery
This hybrid leadership position balances strategic growth initiatives (≈50%) with project management execution (≈50%) for our non‑utility substation business. The role drives supply‑chain strategy, innovation, and execution of complex EPC and services projects, influencing both near‑term financial performance and long‑term solution scalability while ensuring project delivery, safety, quality, and commercial outcomes.
The Opportunity
The Substation Program Manager will lead initiatives to strengthen our substation solution, improve supply‑chain strategies, drive AI‑enabled innovation, and execute complex substation projects for non‑utility clients.
The Team
Black & Veatch’s Technology, Commercial & Industrial group focuses on cutting‑edge technology and advanced manufacturing environments, including gigafactories, bio/ag tech, data centers, and distributed infrastructure.
Key Responsibilities
Solution Growth & Strategic Leadership (≈50%)
Lead and support substation supply‑chain strategy:
Identify and develop key vendor and OEM relationships
Streamline pricing strategies and commercial alignment
Evaluate bulk purchasing opportunities to alleviate supply‑chain constraints
Identify potential strategic partnerships aligned with business objectives
Support AI substation tool pilots and provide feedback to execution teams
Develop and refine substation solution strategy in collaboration with Operations, Business Development, and other Solution Growth Leaders
Support development of project execution plans and cost estimates for large, proposed EPC pursuits
Develop business cases for adjacent or emerging substation solutions
Support Operations in establishing and improving solution execution platforms, including processes, tools, templates, standards, and playbooks
Identify capability and skill gaps required to successfully deliver substation solutions and collaborate with Operations to address them
Support solution training, succession planning, and maintenance of accurate SME listings
Thought Leadership & Market Engagement
Serve as a technical and solution leader within the substation market
Engage external communities including clients, vendors, and industry partners
Present technical or solution‑focused topics at conferences and industry forums
Contribute to thought leadership through presentations, articles, Q&Es, or white papers
Support internal solution training and knowledge sharing
Business Development Support
Support BD activities aligned with substation growth strategy
Collaborate with sellers and delivery teams to develop viable, client‑focused solutions
Participate in proactive seller/doer efforts to identify and pursue new work
Collaborate with other Solution Growth Leaders on combined or integrated offerings
Develop and maintain key relationships with OEMs and strategic partners
Maintain professional profiles and skills data in internal systems (e.g., Blueprint, Tempus)
Project & Program Execution (≈50%)
Function as a Project/Program Manager for select non‑utility substation EPC and services projects
Manage assigned projects from contract execution through closeout and commercial operation
Own project financial performance, including cost control, earned value, and margin protection
Develop and execute project delivery strategies, schedules, and execution plans
Coordinate with Engineering, Procurement, and Construction to resolve design, schedule, material, and change management issues
Manage project risks, safety, quality, and compliance
Lead commercial recovery and claims management when required
Serve as a key escalation point and advisor on project health for leadership
Apply quality management and control procedures consistently across projects
Management Responsibilities
– Acts as a project manager with oversight of a project team whose composition varies by project.
Preferred Qualifications
10+ years of relevant industry experience including high‑voltage, medium‑voltage, and low‑voltage substations.
Experience in multiple phases of project execution.
Bachelor's degree in Engineering or a related field.
Professional engineering license (PE, P.Eng, or equivalent).
Minimum Qualifications
Bachelor’s degree or equivalent experience.
Ability to complete pre‑employment onboarding requirements, including criminal/civil background check, drug screen, and motor vehicle records search, in compliance with applicable laws.
Work Environment & Physical Demands
Hybrid or flexible work options may be offered after the first 90 days of employment based on manager discretion and job performance.
Typical office and construction environments with exposure to extreme weather, high noise, safety hazards (electric currents, high scaffolding, chemical exposure), and atmospheric conditions (fumes, dust, mists, gases).
Physical demands include sitting, walking, talking, reading, writing, keyboarding, driving, filing, reaching, stooping, crouching, bending, standing, and lifting up to 40 pounds.
