This opportunity entails being responsible managing assigned project(s) – focused on Arterial and Bus Rapid Transit – throughout their full lifecycle including developing the scope and technical sections of proposal and procurement documents to participating in contract negotiations and overseeing the delivery of the project plan to successfully accomplish HNTB’s 4 for 4 performance: delivery of quality work, on time, on budget and to the client’s satisfaction on every project. This position proactively manages the budget, schedule, technical requirements, contractual obligations, and client communications in support of the project’s objectives. Provides high level technical tasks while managing and reviewing design related specifications, calculations, reports and plans. Coordinates with internal and external partners including cross-discipline and functional teams to address and problem solve design related issues or concerns. Responsible for development of the project scope and fee quotation and assists in the preparation of technical proposals and contracts in accordance with HNTB’s Sophisticated Contracting Approach (SCA). Leads or actively participates in client contract scoping and negotiations.

Serves as the primary client liaison and manages the project team to deliver the scope, schedule and budgets to completion and to the client’s satisfaction. Leads client contract scoping and negotiations.

Performs technical discipline tasks including analysis, reports, design, specification, and production for assigned projects.

Implements the firm’s project delivery plan using HNTB’s Sophisticated Delivery Approach (SDA) on each project. Leads the development and the execution of the project management plan. Supervises and mentors team to overall project objectives.

Responsible for/oversees project staffing, including, but not limited to; recruitment, development, retention, and succession of project staff; development of plan for project staff reporting; and support for performance and compensation reviews.

Partners with Client Service Leaders and pursuit champions to assist with business development, building client relationships, and pursuit efforts for mini‑mega and mega projects in accordance with HNTB’s Sophisticated Sales Approach (SSA). Works with the project team and marketing resources to prepare appropriate proposal and presentation materials. Leads proposal development and interview presentations for strategic, mini‑mega, and mega projects to the client as well as general presentations within the industry and community.

May be responsible for the recruitment, hiring, development and retention of staff, including development of plan for staff reporting, performance and compensation reviews, and succession.

What You’ll Need:

Bachelor’s degree in Engineering and 10 years of relevant experience

2 years of successful management of engineering projects

What You’ll Bring:

Demonstrated leadership on Bus Rapid Transit (BRT) projects, including corridor‑based or system‑level implementations

Proven experience managing multidisciplinary transit engineering teams integrating roadway, traffic, stations, ITS, utilities, and multimodal elements

Experience guiding engineering delivery that integrates BRT operations and service concepts into roadway and corridor design

Demonstrated ability to manage urban arterial or constrained corridor projects where transit priority is a core project objective

Experience coordinating engineering solutions with:

Transit agency operations and planning staff

Local jurisdictions and DOTs

Utility owners and third‑party stakeholders

Proven ability to resolve BRT‑specific implementation risks, such as:

Tradeoffs between transit priority and general traffic

Station placement and access impacts

Right‑of‑way and curbside management constraints

Experience overseeing engineering deliverables that support BRT station accessibility, ADA compliance, and passenger experience

Ability to clearly communicate BRT engineering and operational concepts to non‑technical stakeholders, decision‑makers, and the public

What We Prefer:

Experience leading Experience managing center‑running and/or curb‑running BRT configurations

Familiarity with transit signal priority (TSP), queue jumps, and corridor‑level ITS strategies

Experience with station platform design, pavement sections, and structural considerations specific to bus loading

Background coordinating with:

Transit service planning or operations teams

Architecture or branding teams for BRT stations

Experience on projects involving:

Complete Streets or Vision Zero policies

Multimodal corridor redesigns with strong transit emphasis

Knowledge of BRT‑relevant guidance and standards beyond traditional roadway manuals, including:

Transit‑specific design guidance

NACTO transit and street design resources

Experience leading public‑facing or politically sensitive BRT projects, including board briefings or public meetings

Master’s degree in Engineering

12 years relevant experience

Professional Engineer (PE) certification

Project Management Professional (PMP)

The approximate pay range for Maryland is $158,025.16 - $252,429.80. Please note that the pay range provided is a good faith estimate for the position at the time of posting. Actual compensation will be dependent on factors, including but not limited to, the individual’s qualifications, experience, knowledge, skills, and abilities as well as physical work location within the state.

The approximate nationwide pay range for this position is $150,500.15 - $300,511.68. Please note that the pay range provided is a good faith estimate for the position at the time of posting. Actual compensation will be dependent on factors, including but not limited to, the individual’s qualifications, experience, knowledge, skills, and abilities as well as physical work location within the state.
