
Civil Engineer.

Responsibilities
Utilizes state‑of‑the‑art computer‑aided design and drafting (CADD) technology and civil software packages.
Reviews civil design features of proposed work, including contract documents, plans, specifications, and design analyses for military, civil works, and occasional other projects.
Provides second‑level review of in‑house designs and authorizes civil features of projects. Collaborates with the Chief, Civil Section on controversial civil engineering issues and policy changes.
Responds to technical advice and assistance requests from District team members as a regional technical specialist.
Investigates topography, flow patterns, existing circulation routes, and other site features that may influence project selection.
Maintains awareness of current advances in civil engineering design and construction to recommend changes in programs, practices, or design procedures.
Participates in conferences with stakeholders, military installation representatives, CESWD, HQUSACE, District, A‑E firms, non‑federal project sponsors, and other interested parties.
Analyzes and designs sophisticated and technically challenging civil engineering features of District projects.
Conditions of Employment
Appointment may be subject to a suitability or fitness determination based on a completed background investigation.
A Professional Engineering registration is required (document must be uploaded with the application).
Qualifications
Basic Education Requirement (Engineer 0810 Series)
• Bachelor's degree (or higher) in engineering with an ABET‑accredited program; OR
• Program includes differential and integral calculus plus courses in at least five of the following: statics, dynamics, strength of materials, fluid mechanics, hydraulics, thermodynamics, electrical fields and circuits, and a comparable area of fundamental engineering science or physics.
Combination of Education and Experience
• Demonstrated thorough knowledge of the physical and mathematical sciences underlying engineering and a practical understanding of engineering sciences and techniques.
• Evidence may be shown through professional registration or licensure, successful passage of a Fundamentals of Engineering (FE) test or equivalent, completion of at least 60 semester hours in specified courses, or a related curriculum with at least one year of professional engineering experience.
Specialized Experience
One year of specialized experience equivalent to the GS‑12 level in the Federal service, including:
Analysis of civil engineering design features for technical soundness and compliance.
Provision of authoritative advice on complex civil designs during design and construction phases.
Facilitation of a civil design team through coaching, mentoring, and communication of objectives.
Time in Grade Requirement
Applicants who have held a GS position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS‑12).
Foreign Education
Education completed in foreign colleges must be evaluated by a private organization that specializes in foreign education interpretation and deemed equivalent to an accredited U.S. program; or full credit must be granted by a U.S. accredited institution.
Additional Requirements
• Male applicants born after December 31, 1959 must complete a Pre‑Employment Certification Statement for Selective Service Registration.
• Proof of U.S. citizenship is required.
• One‑year probationary period will be used to evaluate fitness for continued employment.
• Direct deposit of pay is required.
• Position may be filled via time‑limited promotion, reassignment, or change to lower grade up to 12 months, and may be extended to a maximum of five years.
