About the Division of Youth Services
The Division of Youth Services (DYS) is a Colorado Department of Human Services agency that protects, restores, and improves public safety through a continuum of care, including juvenile detention, assessment, commitment, and parole services. The Division operates 15 secure facilities serving youth aged 10 to 21 and administers residential programming and juvenile parole services as well as the state‑funded Colorado Youth Detention Continuum.

Purpose of Position
The Coordinator, Staffing works with DYS leadership and Human Resources to oversee and implement staffing‑related HR activities, ensuring timely execution of hiring, onboarding, data management, retention, and employee engagement processes.

Job Duties

Act as liaison between DYS leadership and HR, reviewing and implementing staffing policies and procedures.

Develop and improve processes for position descriptions, recruiting/selection, onboarding, data management, retention, and employee engagement.

Coordinate, oversee, facilitate, measure, and report on all staffing activities.

Identify and resolve programmatic barriers and inefficiencies that affect staffing timelines.

Collaborate with HR and Payroll teams to develop training and coaching for managers, supervisors, and staff.

Establish and maintain community partnerships with post‑secondary institutions, chambers of commerce, professional associations, and civic organizations to support talent acquisition.

Work with HR job‑evaluation personnel to update job descriptions, organization charts, and support wage and compensation studies.

Create welcoming onboarding experiences; problem‑solve onboarding barriers.

Conduct orientation tours of facilities and facilitate focus groups for new hires.

Develop exit interview processes and collect and analyze data.

Perform other duties as assigned.

Minimum Qualifications

Six (6) years of relevant experience in an occupation related to the work assigned to this position; or a combination of education and experience equal to six (6) years.

Preferred Qualifications

Excellent communication and interpersonal skills.

Experience working within the State of Colorado.

Strong analytical skills to research and analyze compensation and recruitment data.

Excellent organizational skills and ability to adapt to changing business needs.

Ability to negotiate with leaders and support positive pathways for staffing needs.

Relevant state service experience.

Demonstrated knowledge of federal, state, and local employment laws, regulations, statutes, and rules.

Conditions Of Employment

Full background checks for CDHS employees who have direct contact with vulnerable persons, including CBI name check, fingerprint check, ICON Colorado court database, Medicare fraud database, reference checks, professional license verification, drug screen, PREA, Trails check, and CAPS.

Travel may be required for meetings, training, and community outreach duties.
