Introduction
The Wisconsin Department of Children and Families (DCF), Division of Safety & Permanence (DSP), Bureau of Permanence and Out‑of‑Home Care (BPOHC) is recruiting for an Interstate Compact on the Placement of Children (ICPC) Specialist. Position Summary
The ICPC Specialist coordinates the ICPC program statewide for the Department of Children and Families. The position has authority to approve or deny requests for children’s parental, relative, adoptive, foster or residential placement into Wisconsin and sends completed requests to state jurisdictions. The specialist also provides consultation and technical assistance to public and private agency staff and supervisors in ICPC offices on both a statewide and national basis. The work is performed within the limits of statutes, agency regulations and federal ICPC regulations. The employee exercises individual initiative and independent judgment and must have a strong understanding of child welfare practice, including out‑of‑home care policies and permanency options. The specialist serves as the Deputy Compact Administrator for Wisconsin.
Salary Information
The starting salary ranges from $32.00 to $35.00 per hour ($66,560 to $72,800 annually), depending on qualifications. Pay for current State of Wisconsin employees follows the compensation plan in effect at the time of appointment. Current state employees who transfer will be paid according to the transfer pay rules. The position is classified as a Social Services Specialist within the pay schedule/range 12‑63 and includes a one‑year probationary period.
Job Details
Final candidates will be required to allow DCF to conduct a security background check, and applicants must be legally entitled to work in the United States. DCF does not sponsor visas.
Qualifications
Experience working in child welfare or another related human services field with direct ties to child welfare (e.g., interacting with CPS or courts related to child welfare, supervising visitations).
Experience using electronic data record systems such as NEICE, eWiSACWIS, or similar documentation systems to complete program responsibilities.
Experience applying programmatic policy and eligibility requirements in a professional setting in accordance with federal or state statutes, regulations, or administrative rules.
Experience supporting families in a family‑first philosophy, promoting a child welfare system that is more family‑focused, collaborative, and equitable.
Well‑qualified Applicants Will Have
Experience applying equity principles within an organization to promote equal access, community outreach, or cultural competency assessments.
Experience working with data‑driven performance monitoring and/or quality improvement approaches.
Experience with the Interstate Compact on the Placement of Children (ICPC) or the Interstate Compact for Juveniles, including regulations and requirements.
