BRIEF DESCRIPTION
The purpose of this position is to provide a wide range of short and long‑term planning services to promote the orderly development, redevelopment and use of land within the community while being responsible for the detailed oversight of the City’s zoning and subdivision ordinances. This is accomplished by researching and recommending policies and providing data and reports relating to land use planning, zoning, demographics/socio‑economic data, economic development (i.e. tax increment financing, etc.), and other high‑level research and policy development as may be required. This is a professional position requiring independent thinking, effective facilitation and communication skills (oral and written), initiative, the ability to be discrete in addition to maintaining effective working relationships with both internal and external customers. Other duties as assigned include but are not limited to: assisting with annual budget research for review by the Planning Administrator, oversight and review of current planning, zoning and development duties (e.g. site plans, plats, requests for conformity with the zoning and subdivision ordinance, etc.), research, analysis and oversight of the City’s Thoroughfare Plan, primary liaison to the Planning & Zoning Commission, preparation and presentation of various ordinance amendments and agenda items for adoption by City Council, assignment of minor tasks, as appropriate, to the Planning Technician and Planner I/II, and other related planning duties as directed by the Planning Administrator. Periodically attend meetings, training conferences out of town. Accomplish special studies as directed by City Manager’s office & Community Development Director. Knowledge of urban planning principles, ArcGIS, and pertinent Federal and State laws are an asset.

Regular and reliable attendance in compliance with given schedules is a mandatory requirement of this position. Schedules may be subject to change with or without advance notice.

Act as primary staff liaison to Planning & Zoning Commission by coordinating agenda items, researching & developing staff reports, recommendations, etc. Function as the point of contact for both the Zoning and Subdivision Ordinance maintenance and interpretations, including but not limited to research and consultation as periodically necessary with legal and other city staff regarding zoning case law. Ensure the division website and city departments that utilize the Zoning Ordinance are current with all text/map revisions pertaining to zoning, land use and the subdivision development regulations.

Economic Development. Assist with TIF district development and administration (e.g. TIF #2, #3 and #4), including research, land use planning and recommendations.

Coordinate land development activity in the ETJ and the land annexation process as required while also addressing potential encroachment issues around SAFB. This may include, but is not limited to pre‑notification requirements, post‑notification requirements, scheduling of meetings in a manner required by state law, map revisions, etc. to ensure orderly future development.

Facilitate citizen and/or developer consultation regarding development, zoning and related land use regulations and procedures. Assists with short and long range planning studies, provides customer assistance for walk‑in inquiries and appointments related to land use, zoning and general planning. In addition to providing staff support for various board & commissions assigned to the Planning Division.

Site Plans and Plats. Oversee the review of plats and processing of site plans, street name changes, easements, alley and street closure requests, along with ancillary requests as necessary in coordination with other Community Development staff.

JOB CLASSIFICATION REQUIREMENTS

Formal Education: Work requires specialized knowledge in a professional or technical field. Work requires professional level of knowledge of a discipline equivalent to that which is acquired in a Master’s degree‑level of study, P.E., Law Degree, CPA.

Experience: Over three years up to and including five years.
