Overview
Sound Transit’s Capital Delivery Department is seeking a highly skilled consultant to provide comprehensive
cost estimating ,
project scheduling , and
integrated cash‑flow forecasting
services in support of
Delivery Team 4’s State of Good Repair (SOGR) portfolio . This role is critical to advancing asset‑based program planning, improving financial predictability, and strengthening delivery performance across a diverse set of capital renewal projects.
The selected consultant will support SOGR projects
from concept through construction , ensuring portfolio‑level cost reliability, schedule transparency, and executive‑ready reporting that enables informed decision‑making across the agency.
Key Responsibilities
Develop and maintain detailed cost estimates for SOGR projects at all phases (concept, planning, design, construction).
Prepare and update
five‑year financial forecasts
aligned with Delivery Team 4’s asset‑based program planning.
Produce integrated
cash‑flow models
that support capital planning, budget development, and executive reporting.
Ensure estimates comply with Sound Transit standards, cost‑loading structures, and audit‑ready documentation requirements.
Project Scheduling
Create, update, and maintain project schedules from early planning through construction closeout.
Integrate design milestones, procurement activities, construction sequencing, and operational constraints.
Identify schedule risks, opportunities, and critical path impacts to support proactive decision‑making.
Coordinate with PMs, technical leads, and program controls to ensure schedule alignment across the portfolio.
Support Delivery Team 4 in advancing SOGR projects through all lifecycle stages.
Provide executive‑level reporting, dashboards, and summaries that communicate cost, schedule, and risk status.
Contribute to asset‑based planning efforts, including prioritization, bundling strategies, and long‑range capital planning.
Improve portfolio‑level predictability through standardized estimating, scheduling, and forecasting practices.
Qualifications
Demonstrated experience in capital program cost estimating, scheduling, and financial forecasting—preferably within transit, infrastructure, or public agency environments.
Proficiency with industry‑standard tools (e.g., Primavera P6, cost estimating software, financial modeling tools).
Strong understanding of asset management, State of Good Repair programs, and capital renewal planning.
Ability to synthesize complex technical and financial information into clear, executive‑ready deliverables.
Excellent communication, coordination, and stakeholder engagement skills.
Workload & Commitment
Work will be performed in close coordination with Sound Transit’s Capital Delivery Department and Delivery Team 4.
