Summary
As a Supply Chain Management (SCM) Team Member – the Logistics Management Specialist collaborates with senior management leadership and develops supply chain management strategies in support of a VA Health Care System (VA HCS) and the supported catchment area. Develops assigned supply chain metrics which identify business objectives and drive the right supply chain behaviors for planning and executing approved strategies. Provides supply chain expertise to improve supply availability.
Qualifications
To qualify for this position – applicants must meet all requirements by the closing date of this announcement – 05/04/2026. Time‑In‑Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time‑in‑grade requirements by the closing date of this announcement. For a GS‑11 position you must have served 52 weeks at the GS‑09. The grade may have been in any occupation – but must have been held in the Federal service. An SF‑50 that shows your time‑in‑grade eligibility must be submitted with your application materials. If the most recent SF‑50 has an effective date within the past year – it may not clearly demonstrate you possess one‑year time‑in‑grade – as required by the announcement. In this instance – you must provide an additional SF‑50 that clearly demonstrates one‑year time‑in‑grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS‑09 in the normal line of progression for the occupation in the organization. The following are examples of specialized experience – but are not limited to: • Broad knowledge of supply chain logistical requirements of the health care system to support optimization of logistics operations. • Skill to interpret and analyze product delivery or supply chain processes to identify or recommend program improvements. • Experience in using automated supply databases for supply management determinations. • Thorough understanding of hospital management and policy administration – supply chain information system best practices – as well as a strong understanding of budgets and financial strategies. • Strong ability in oral and written communication to prepare briefings, reports, correspondence and to present briefings to senior level executives – supervisory staff and other agencies.
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. – if related. Such education must demonstrate the knowledge, skills and abilities necessary to do the work.
Combination of Education and Experience: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond graduate education and specialized experience directly related to the work of the Logistics Management Specialist position – which may be used to meet the experience requirements for the GS‑11 position.

Duties
Collaborate with senior management leadership and develop supply chain management strategies in support of the VA Health Care System and the supported catchment area.

Resolve or contribute to the resolution of assigned high‑priority logistics, supply, distribution, information or service problems through personal action or immediate coordination with required local personnel or activities.
Serve as an integrator and/or facilitator for contact with supply chain management customers – ensuring Supply Chain Management Service is positioned to serve the full range of supply chain needs.
Perform logistical assessments of strategic supply support in coordination with the supported customers and alert management of systemic problems.
Troubleshoot and resolve issues where supply chain deficiencies affect the mission.
Develop designated supply input for fiscal year and long‑range plans and programs – analyzing material for reasonableness, consistency, and validity of various assumptions.
Analyze the effectiveness of logistics and vendor support services.
Develop ongoing strategic analyses across supply chain activities and recommend solutions for improvements.
Research and study private industry as well as Department of Veteran Affairs best practices to develop and apply concepts that best fit and support Supply Chain requirements.
Develop logistics and supply chain management training opportunities and customer supply chain systems – programs – support offerings – supplies and services to collaborative partners and customers.
Participate in the development of education and training documentation.
Communicate with customers and personnel on the role logistics plays in maintaining comprehensive logistics support, operational readiness, and sustainability.
Perform other related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
Selection at a lower grade level does not guarantee promotion to the full performance level.
