Location:
Must be available onsite in Washington, DC as required (hybrid: 50% on‑site, 50% remote).
Security Clearance:

Role Summary
The ICAM Subject Matter Expert (SME) / Program Manager serves as the primary leader responsible for the strategic planning, execution, and oversight of the Judiciary ICAM Modernization Program. This role ensures coordination among all stakeholders, adherence to schedule, risk management, and delivery of all technical and contractual requirements.
Key Responsibilities
Lead all phases of the ICAM modernization, from initiation through transition and close‑out.
Coordinate with government stakeholders (including the COR and PMO), subcontractors, and internal teams to align priorities.
Manage delivery schedules, resource allocation, and project risks.
Oversee compliance with AOUSC and federal IT security standards, reporting, and deliverable quality.
Serve as the principal point of contact for contract administration and programmatic communication with the government.
Foster a collaborative environment for all project staff and ensure timely escalation/resolution of major issues.
Minimum Qualifications
Bachelor’s degree in Computer Science, Information Systems, or related field.
Minimum of 8-12 years’ experience in identity, credential, and access management (ICAM), cybersecurity, or enterprise IT program management, with a proven record of managing large‑scale federal modernization programs.
Demonstrated experience with federal IT governance, ICAM implementations, and risk/compliance management.
Project Management Professional (PMP) certification or equivalent preferred.
