
Supervisory Logistics Management Specialist.

Duties
Serve as the District Logistics Manager (DLM) and advisor to the District Commander and Center Directors concerning all logistics support functions.
Supervise a logistics team comprising General Supply Specialists, Logistics Management Specialists, Supply Technicians, Transportation Assistants, Facility Management staff, and Wage Grade personnel.
Develop local policies, procedures, and internal controls to guide the district’s logistics functions.
Manage the annual operating budget for logistics management program costs.
Allocate resources for functions such as supply and hand receipt support, personal property maintenance, vehicle management, and facility and services management programs and contracts.
Develop Statements of Work (SOW) and Performance Work Statements (PWS) to support logistics operations, act as a Contracting Officer Representative (COR), and oversee contract administration.
Apply knowledge of federal, Department of Defense, Department of Army, and US Army Corps of Engineers (USACE) logistics policies and procedures.
Conditions of Employment
Diplashed as "Mission Essential"; required to report to work or remain at work during emergencies.
May be required to work evenings, weekends, and holidays.
Position requires occasional temporary duty (TDY) travel.
Appointment may be subject to a suitability or fitness determination based on a background investigation.
Supervisory probationary period: one year required unless previously completed.

Qualifications
Experience:
One year of specialized experience at the GS-11 level, including applying quality assurance methods, conducting evaluations and audits, and assessing control adequacy in logistics management.
Education:
Ph.D. or equivalent doctoral degree, or at least three full years of progressively higher graduate education leading to such a degree in logistics management, transportation analysis, or auditing.
Combination:
A combination of education and experience may qualify; the computed percentage of requirements must equal 100% (education contributes 18% per graduate semester beyond the second year, experience contributes 12% per month).
Time in Grade:
For applicants who have held a GS position within the past 52 weeks, at least 52 weeks of Federal service at the next lower grade (GS‑09 for GS‑11 qualification and GS‑10 for GS‑12 qualification).
Assessment of competency in oral communication, planning and evaluating, problem solving, and technical credibility.
Additional Information
Applicants must provide proof of U.S. citizenship and, for male applicants born after December 31, 1959, complete a pre‑employment certification statement for Selective Service registration.
