Responsibilities

Provides specialized policy, training, audit, and automation support to DLA for Quality Assurance/Quality Surveillance (QA/QS).

Develops, adapts, and delivers QA/QS policies and training to meet the needs of the DLA Energy Quality Technical Directorate in compliance with FAR, DFARS, and DLAI 4155.04.

Serves as the QA Intern subject‑matter expert (SME) for the DLA Energy Quality Assurance community.

Act as the On‑the‑Job Training (OJT) trainer for the Pathways to Career Excellence (PaCE) program, providing mentorship, training, and evaluation for PaCE participants.

Oversees quality‑related training programs to ensure staff have the necessary skills and knowledge to support mission requirements.

Manages the Quality Developmental Program by coordinating with J1 and/or J3 to review, select, onboard, and oversee training for Quality Assurance Specialist (QAS) trainees and to certify QASs.

Develops and implements strategies to update, streamline, and improve training programs for the quality workforce.

Reviews quality/inspection procedures to identify potential impacts on product quality and recommends appropriate changes.

Cultivates quality requirements for inclusion in transportation arrangements and methods for the life‑cycle quality of fuels, lubricants, and related products and services.

Develops and determines contract quality assurance provisions.

Evaluates and provides approval or disapproval of exceptions, deviations, and waivers of quality assurance.

Recommends areas of possible contractor improvement to correct deficiencies and provides negotiating advice to the contracting officer.

Qualifications

One year of specialized experience that equips the applicant with the competencies needed to perform this position. For GS‑13 level, one year of GS‑12 equivalent experience or equivalent under other pay systems is required.

Expert knowledge of military/federal/commercial fuel specifications and test methods to advise, negotiate, and justify requirements to internal and external business units.

Expert knowledge in providing staff guidance and technical direction to Region Commanders and/or Region Quality Managers.

Expert in policy development, training development, and automation systems for energy fuel related products.

Expert knowledge in analysis and technical oversight in quality assurance programs.

Experience demonstrating practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas.
