Position Summary / Objective:
KMS Solutions, LLC is seeking a highly motivated individual to serve as Submarine Logistics Support Analyst for In‑Service Strategic Submarines Program Office (PMS 396). This role supports the Department of the Navy program office to ensure the acquisition, sustainment, and operability of all in‑service strategic submarines, currently the Ohio Class and soon the Columbia Class. The position is part of Direct Reporting Portfolio Manager Submarines, Program Acquisition Executive Undersea, and Team Submarine.

Essential Functions:

Serve as the primary liaison between Submarine Fleet stakeholders, the NAVSEA and SSP Program Offices, and the NAVSUP and DLA supply communities to resolve complex maintenance and material challenges.

Execute in‑depth research to identify impediments to supply support and recommend or undertake interventions when possible to accomplish positive supply action.

Interventions may include, but are not limited to, the following:

Identification of contracting actions requiring priority attention.

Coordination with Defense Contract Management Agency (DCMA) and Submarine Industrial Base (SIB) advocates to positively influence supplier performance.

Coordination with cognizant inventory control point or In‑Service Engineering Agent (ISEA) points of contact for alternate material resolution.

Drive strategic growth by expanding the Defense Industrial Base with new, reliable vendor partnerships for the critical reverse engineering of obsolete parts.

Identify parts, research technical data, secure vital funding, establish contracts, and oversee manufacturing, testing, and vendor qualification to deliver trusted components that sustain the life span of the Ohio Class Submarine.

Assist in the identification of any financial programming and resourcing required to support the operation of the PMS396L2 Division.

Required Education and Experience:

7+ years working in a related logistics position.

5+ years working with the Department of Defense.

Bachelor’s or advanced degree in a business or technical field.

Active Secret clearance required.

Preferred Education and Experience:

NAVSEA experience.

Submarine experience.

Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook).

Working knowledge of databases used in submarine maintenance such as Navy Enterprise Resource Planning (N‑ERP), Product Data Reporting and Evaluation Program (PDREP), eCANNAB, In‑Service Submarine and Sustainment Reliability Portal (ISARP), Naval Sea Logistics Center (NSLC) suite, Maintenance and Ship Work Planning (M&SWP), Submarine Maintenance Monitoring Information Systems (SMMIS), Haystack, and Onetouch.

Excellent verbal and written communication and presentation skills.

High comfort level working with all military/organizational levels.

Highly reliable with personal initiative to operate in a fast‑paced environment with changing priorities.

Competencies:

Proficiency in Microsoft Office (PowerPoint, Word, Excel, Outlook).

Great verbal and written communication skills.

Ability to work independently.

Understanding of project management fundamentals including critical path items, risk management, and long‑lead‑time items.

Additional Eligibility Requirements:
Active Secret clearance required.

Position Type / Expected Hours of Work:
The typical workday is eight hours. Normal hours are 7:30 AM‑3:30 PM. Some flexibility in hours is allowed, with concurrence from the supervisor. The employee must be available during the core hours of 9:00 AM to 3:00 PM and must account for the hours in a pay period to maintain full‑time status.

Telework:
This position allows up to 20% telework, although that may change based on customer requirements.

Travel:
No travel is expected; however, it may be required at direction of NAVSEA customer.
