Transportation Planner 2, Transit Oriented Development Specialist – role for state agency employees.
The Role
This role assists in developing and implementing strategies and programs to optimize the agency’s strategic investment and operational decisions and support state economic development and affordable housing goals. The Transportation Planner 2/TOD Specialist reports to the Transit Oriented Development Officer and manages an effective Transit Oriented Development program.
Position Highlights
SCHEDULE: Full-Time (40 Hours), First Shift, Monday‑Friday
LOCATION: Office of the Commissioner, Newington, CT
Eligible for telework after a successful work‑test period.
Duties Include But Not Limited To
Coordinate CTDOT input in planning for Transit Oriented Development and construction projects by external parties affecting CTDOT facilities.
Represent CTDOT at municipal and state planning and permitting meetings, track projects and comments.
Support TOD‑focused policy and planning functions and engage departments in developing TOD strategies.
Coordinate solicitations, reviews, and responses to development submissions; diagnose impacts on CTDOT facilities; develop recommendations.
Assist with project planning, design processes and inter‑departmental coordination to protect DOT assets.
Collaborate with Attorney General, DOT Legal, Real Estate and counsel on project agreements, licenses, easements, and related documents.
Engage municipal, state agencies, stakeholders and transit advisory groups to further project coordination.
Attend meetings and presentations and engage stakeholders as directed by leadership.
Simultaneously support multiple TOD projects, providing coordination among development teams and CTDOT departments.
Undertake special projects, working independently within DOT guidelines.
Perform related duties as required.
Knowledge, Skill & Ability
Considerable knowledge of multi‑modal transportation planning theory, practices and methodologies.
Knowledge of environmental considerations in transportation planning.
Interpersonal, oral and written communication skills.
Ability to develop and use planning software and models.
Ability to forecast trends based on empirical data.
Ability to interpret laws and regulations.
Analytical, leadership and collaborative skills.
Minimum Qualifications – General Experience
Seven (7) years of professional experience in transportation civil engineering or transportation, urban, regional or environmental planning.
Minimum Qualifications – Special Experience
One (1) year of the general experience must include individual responsibility for coordination of complex planning projects in a relevant planning area.
Minimum Qualifications – Substitutions Allowed
College training may be substituted for the general experience: fifteen (15) semester hours equal one‑half (½) year of experience, up to a maximum of four (4) years for a bachelor’s degree.
A master’s degree in a closely related field may be substituted for one (1) additional year of the general experience.
Preferred Qualifications
Bachelor’s Degree from an accredited institution in Architecture, Urban Planning, Landscape Architecture, Real Estate, Public Policy, Environmental Policy, Engineering or related field.
Experience in planning, design and/or permitting of development projects or public projects.
Experience with state municipal permitting and development review processes from conception through implementation.
Proficiency in Microsoft Office applications.
Experience working effectively with a diverse workforce.
Possession of a valid driver’s license.
Special Requirements
May be required to possess and retain a valid Motor Vehicle Operator’s license.
May be required to travel.
