Responsibilities
The Purchaser V (Procurement Lead) performs an array of technical, research, planning, and administrative activities related to agency procurements and contracts, including interviewing agency program and administrative staff to elicit the information needed to develop a strong, effective scope of work, to identify an appropriate procurement method, to describe deliverables, to develop a work plan, and to identify meaningful performance measures for use by procurement and contract management staff. They will assist in the collection, organization, analysis, and/or preparation of materials needed to develop specifications for the purchase of goods and services. This position serves as a problem solver for senior procurement and contract administration staff in resolving issues with vendors. Work may include conducting surveys and/or research to determine appropriate specifications to meet end user needs in the development of solicitations. Additionally, you will have the opportunity to review and evaluate information on goods and services to develop strong solicitation instruments and assist in developing project budgets by evaluating market information on goods and services required. You may be asked to assist in the developing policy and procedure manuals. Performs advanced (senior-level) purchasing and procurement work. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

Run a portfolio of non-competitive open enrollment solicitations.
Work on competitive solicitations.
Be part of a team of fast-paced and dynamic procurement leads that consistently strives to implement best practices and process improvements.
Perform related work as needed.
You Are a Great Fit With
Currently holds a Certified Texas Contract Developer (CTCD) or Certified Texas Contract Manager (CTCM).
Experience in technical writing, procurement processes, and contract development.
Experience in process facilitation, customer service, and data analysis.
Strong communication and organization skills with attention to detail.
You Qualify With
Three years of experience in the purchasing and procurement of goods and services.
Relevant academic credits may be applied toward experience qualifications for this position.
Must have either the Certified Texas Contract Developer (CTCD) or Certified Texas Contract Manager (CTCM) certification at the time of hire and obtain the remaining certification within six months from the hire date or as soon thereafter that available classes and testing will allow.
