Main Purpose of Job
This position is a member of the leadership team with day-to-day responsibility for managing the operations of the Maryland Department of Planning (MDP) including finance, operations, accounting, procurement, information technology (IT), personnel, and general office operations. The Chief of Operations ensures compliance with all state and federal laws, rules, regulations, policies, and procedures, and ensures that agency resources are utilized to meet all financial, operational, human resource, and IT needs for MDP Headquarters, the Maryland Historical Trust, Jefferson Patterson Park and Museum, and regional offices in Frostburg, Centreville, and Salisbury. The Chief of Operations works with the Office Administrator to oversee all personnel matters and serves as the appointing authority for MDP, including oversight and approvals of various human resource and fiscal matters. The Chief of Operations is also a strategic thinker who contributes to strategic planning, workforce development, performance improvement, and quality improvement projects. The role includes reviewing the agency’s budget to provide projections, safeguard finances, and maximize funding. The Chief of Operations is not directly responsible for grant and pass‑through funding maintenance but plays an integral role in ensuring these activities are completed with fidelity.
Position Duties
Operational and Resource Management
Serves as the appointing authority and oversees personnel services, determining staffing needs and approving hiring, promotions, transfers, discipline, and terminations.
Develops and implements strategic plans for reorganizations, workforce planning, training assessment, and personnel policy development.
Ensures compliance for human resource matters with DBM, legislative audits, and DBM audits, and serves as (or oversees) the agency’s Equal Opportunity Officer (EEO) and Americans with Disabilities Act Officer (ADA).
Maintains the Continuity of Operations Plan (COOP) and supervises the agency’s fleet vehicles.
Supervises the Office Administrator for MDP.
Budgetary and Financial Management
Manages all financial operations, including budget, general fund appropriations, projections, revenue from agency services, and pass‑through funding.
Prepares current and future fiscal budgets, directs year‑end close of budgetary matters, and oversees revenue forecasts, target projections, and expenditure plans.
Serves as the agency’s chief fiscal, personnel, and compliance officer, and negotiates and executes agency contracts and procurements.
Acts as the primary contact for Legislative Audits and DBM compliance, and supervises the head of the Finance unit and the finance team.
Technology Oversight
Oversees and directs the information technology needs of the department in collaboration with the head of the IT department.
Ensures physical hardware, software, database, processing, networking, and security needs of staff are met.
Develops projections for future budgetary needs and strategies with the IT team.
Supervises the head of the IT department and the IT team.
Strategic Planning
Manages, maintains, and monitors MDP’s Strategic Plan, working closely with the Secretary and Deputy Secretary.
Ensures goals and performance indicators are met and assists in development of future plans and KPIs.
Oversees Managing for Results initiatives (MFRs), including development, monitoring, reporting, and strategic planning.
Minimum Qualifications
Education: Bachelor’s degree from an accredited college or university.
Experience: Five years of experience as a fiscal and operational leader with at least six months experience in personnel matters.
Desired or Preferred Qualifications
Three years of experience with FMIS.
Three years of experience in governmental operations at a lead or management level.
