Environmental Specialist (LDAR)

Position Summary
The Environmental Specialist position maintains a thorough working knowledge of current environmental regulations. This position ensures regulatory compliance for natural gas plants and compressor stations with a primary focus on Leak Detection and Repair (LDAR) program.

Key Responsibilities

Ensure compliance with LDAR program.

Work directly with facility personnel, engineering, and procurement to ensure LDAR program is effectively implemented and maintained.

Manage LDAR contractors for each processing facility.

Compile and review regulatory compliance data.

Develop and assist with submittal of reports to regulatory agencies. Maintains current, accurate and complete records.

Train facility personnel aspects of LDAR program where it impacts each work group.

Function within existing environmental department.

Travel to all facilities within the business unit to ensure compliance with air regulations specifically related to LDAR.

Stay abreast of all current rules and regulations pertaining to air regulations and permits for oil and natural gas facilities.

Assist on a Corporate Level with LDAR activities for all BU.

Assist with development for Corporate LDAR Procedures.

Maintains sufficient professional expertise and proficiency in discipline to achieve Company expectations and perform technical assignments.

Must be able to exercise discretion when dealing with confidential and privileged information.

Must be a self-starter who communicates well with personnel, management, public, regulatory agencies, and customers.

Education and/or Experience

High School Diploma or GED required with 5 years of relevant environmental experience in a process industry (e.g. refining, midstream, petrochemical or other heavy industrial); or Bachelor’s degree in a HES related field with no relevant experience; or Bachelor’s degree in Engineering with no relevant experience.

Conceptual knowledge of environmental compliance and regulatory framework.

3 years of experience in LDAR centered environment preferred.

A strong working knowledge of federal, state and local air regulations and programs.

A history of successfully working on environmental compliance issues.

OGI Camera experience preferred but not required.

Excellent verbal and written communication skills.

Discretion when dealing with confidential information.

Ability to work well and communicate with all plant personnel and senior managers.

Strong computer skills required.

Current safety related certifications are a plus.

Must hold a valid driver's license.

Must be able to pass drug test and background check.

Travel expectations: 20%.

Skills

The employee is regularly required to stand, sit, walk, stoop, kneel, crouch, climb and talk or hear. May be required to lift and/or move up to 10 pounds. Specific vision abilities required: close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

Prepare safety related reports and other types of documentation accurately and timely.

Analyze process safety related information and present findings clearly and concisely.

Proficient in conducting onsite assessments and evaluations as they relate to safety and process safety management items.

Perform and track all site safety required trainings.

Excellent time and project management skills and ability to work well with minimal supervision.

Excellent verbal and written communication skills.

Exceptional computer skills, including Microsoft Office applications; Word, Excel, PowerPoint, Outlook. Familiarity with safety related software management systems a plus.

Regularly use hand tools, computers, phone, copier, analytical electronic devices, gas detecting camera, and operate a motor vehicle.

Regularly work in outside weather conditions. Noise levels within processing plants may require hearing protection.

Minimum Qualifications

Professional Level 1 (P1)

High School Diploma or GED required with 5 years of relevant environmental experience in a process industry (e.g. refining, midstream, petrochemical or other heavy industrial); or Bachelor’s degree in a HES related field with no relevant experience; or Bachelor’s degree in Engineering with no relevant experience.

Conceptual knowledge of environmental compliance and regulatory framework.

Professional Level 2 (P2)

High School Diploma or GED required with 10 years of relevant environmental experience in a process industry (e.g. refining, midstream, petrochemical or other heavy industrial); or Bachelor’s degree in a HES related field with 5 years relevant environmental experience; or Bachelor’s degree in Engineering with 2 years relevant environmental experience.

Ability to monitor compliance with environmental regulations.

Ability to develop business acumen and technical knowledge.

Professional Level 3 (P3)

High School Diploma or GED required with 15 years of relevant environmental experience in a process industry (e.g. refining, midstream, petrochemical or other heavy industrial); or Bachelor’s degree in a HES related field, Engineering degree, or advanced degree with 7 years relevant environmental experience.

Detailed knowledge on current and proposed environmental rules and regulations with the ability to communicate impact plans to local leadership for budget development.

Ability to review engineering designs and specifications to ensure compliance with appropriate environmental rules and regulations.

Comprehensive knowledge of facilities and relationships with environmental rules and regulations with the ability to initiate steps that will avoid recurrence of environmental problems.

Professional Level 4 (P4)

High School Diploma or GED required with 15 years of relevant environmental experience in a process industry (e.g. refining, midstream, petrochemical or other heavy industrial); or Bachelor’s degree in a HES related field, Engineering degree, or advanced degree with 7 years relevant environmental experience.

Detailed knowledge on current and proposed environmental rules and regulations for the component with the ability to communicate impact plans to upper leadership for budget development.

Ability to advocate on the local and state level regarding environmental legislation developments.

Ability to serve as a technical expert to State Government Affairs in contact with elected officials.

Recognized as a Company expert in discipline.

Professional Level 5 (P5)

High School Diploma, GED, or Associate’s degree with 25 years of relevant environmental experience in a process industry (e.g. refining, midstream, petrochemical or other heavy industrial); or Bachelor’s degree in a HES related field, Engineering degree, or advanced degree with 20 years relevant environmental experience.

Recognized as a Company expert in discipline and leading industry expert.

Detailed knowledge on current and proposed environmental rules and regulations across multiple components with the ability to communicate impact plans to upper leadership for budget development.

Ability to advocate on behalf of the Company with environmental regulations, regulatory agency actions, and international standards while also representing industry trade groups.

Ability to serve as a technical expert to Federal Government Affairs in contact with elected officials.
