FACILITIES SUPPORT CONTRACT MANAGER

Summary
You will serve as a FACILITIES SUPPORT CONTRACT MANAGER in the Public Works Department of NAV FACILITIES ENGINEERING COMMAND SE.

Responsibilities

Serve as the Contracting Officer's Technical Representative on the acceptability and applicability of post‑award contractual matters related to contract modification awards, task orders/modifications, payment issues and termination.

Review drawings and specifications for proposed contracts to determine adequacy and practicability.

Evaluate contractor's cost estimates and accounting systems.

Serve as the Program Manager for the Integrated Solid Waste Management (ISWM) Program and provide information, metrics, initiatives, and support on ISWM matters at the local activity.

Develop documentation and criteria to substantiate Government cost or negotiation positions.

Provide technical guidance for post‑award negotiations involving contract changes or modifications to settle change proposals, special agreements, and pricing arrangements.

Perform supervisory oversight, administration, and personnel management for the civilian employees in the Facility Support Contracts Branch.

Qualifications

At least one year of Specialized Experience at or equivalent to the specified grade level or pay band in the Federal service, or equivalent experience in the private or public sector.

Demonstrated ability to lead groups and teams, plan work, and establish priorities based on urgency, complexity, and employee capabilities.

Executed work and delivered products and services to diverse clients across a wide and dispersed area, responding to emergent requirements such as national disasters and critical events demanding Command attention.

Demonstrated knowledge of facility and utility repair, maintenance, and service techniques; experience in conducting and reviewing facility and utility assessments, studies, and applying recommendations to various types of Facility Support Contracts.

Developed and managed Facility Support Contracts, reviewed invoices for payment, evaluated contractor cost proposals, and prepared assessments of contractor performance.
