Position Summary
The principal function of an employee in this class is to analyze plant and industry samples for plant process control, to ensure compliance with all Federal and State regulations, and for billing significant industrial users. The work is performed under the supervision and direction of the Laboratory Manager, but substantial independence is granted in exercise of judgment and initiative. The employee is expected to establish and maintain effective working relationships with the Wastewater Assistant Superintendent, Wastewater Superintendent, other City employees, and the general public. The principal duties are performed in a laboratory environment with exposure to dangerous chemicals and harmful pathogens.
Essential Functions
Performs daily analyses of plant and industrial wastewater samples for NPDES/EPA permit limits, process control, and billing purposes.
Runs quality assurance and quality control analyses to ensure accuracy of laboratory techniques.
Interprets and evaluates laboratory results, reports unusual findings, and recommends or implements corrective measures to resolve issues expediently.
Maintains related logs and records accurately—daily worksheets, monthly logs, archived logs.
Maintains the laboratory and equipment in a clean and orderly manner to ensure safety and efficiency.
Prepares supplies for tests, including chemical numbering, washing, and weighing filters and pans before use.
Performs daily performance inspections of equipment—records temperatures, calibrates, observes operation.
Replenishes chemical supplies as necessary.
Conducts specified tests on a weekly basis—suspended solids, biochemical oxygen demand, total phosphorus, orthophosphate, Kjeldahl nitrogen, nitrate, nitrite, turbidity, hardness, and special tests on the primary digester, primary clarifier influent and effluent, and the final clarifier.
Maintains an efficient inventory of laboratory chemicals, supplies, and equipment—monitors stock levels, reports deficiencies to supervisor.
Performs any special testing as requested by authorized personnel.
Verifies plant equipment performance monthly—deionized water standards, calibrating thermometers, preparing stock cultures of bacteria.
Performs scheduled annual tests including soap residue tests.
Prepares a chain of custody for each sample, logs entries accurately, and ensures preservation in transport per EPA guidelines.
Attends meetings, conferences, workshops, and training sessions, and reviews publications and audio‑visual materials to stay current with principles and practices.

Required Education, Experience, & License/Certifications
High School Graduate or GED – required.
Bachelor's Degree (four‑year college or technical school) – required. Field of study: Biology, Chemistry, or a closely related field.
One (1) year of experience in laboratory work or wastewater treatment.
Any combination of experience and training that provides the equivalent scope of knowledge, skills, and abilities required for the work.
Proficiency with personal computers using standard or customized software applications.
Excel, Word, Access, and other related software.
Obtain a Class I Laboratory Operator License from the Idaho Department of Occupational and Professional Licenses within two years of hire.
Valid State of Idaho Driver's License.
Required Knowledge, Skills & Abilities
Basic chemical and biological characteristics and analytical methods of industrial and domestic wastewater, sludge, and receiving waters.
Related safety practices and emergency protocols.
Quantitative and qualitative analysis, reference materials and sources for wastewater and industrial waste analyses.
NPDES permit requirements and limits, including holding times and preservation guidelines.
Safe and proper use of standard laboratory equipment.
Basic principles of record keeping.
Federal, State, and City safety rules, regulations, policies, and procedures.
Mathematics, physics, and fluid flow for accurate measurements and calculations.
Analytical and physical data processing skills.
Ability to handle hazardous chemicals and potentially lethal pathogens safely.
