In this position, you will manage the entire lifecycle of the county's heavy construction and automotive fleet, which includes budgeting, maintenance, repairs, dispatching, and long-term planning. Your responsibilities will involve creating the annual fleet model and capital equipment budget, implementing preventative maintenance programs, and ensuring that all storage and repair facilities are well-maintained. Additionally, you will oversee the operation of Interstate Message Boards for winter readiness and supervise garage operations, including mechanics, to guarantee efficient and high-quality work. Regular inspections will help identify equipment that needs repair or replacement, and you will negotiate with vendors on repair costs, warranties, and parts pricing.
You will also be tasked with assigning equipment to qualified operators, managing operator training and certification programs, and keeping accurate inventories of equipment and tools. The role requires you to prepare or oversee reports on time, progress, and equipment usage, coordinate rented equipment programs, and facilitate the transfer of equipment between counties. Furthermore, you will play a crucial role in investigating accidents involving state-owned equipment, overseeing accident reporting, damage repairs, and emergency parts requisitions. Collaboration with the County Maintenance Manager and District Equipment Manager will be vital to ensure that fleet operations align with county and district objectives.

Work Schedule and Additional Information:
- Full-time employment
- Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.
- Telework: You will not have the option to telework in this position.

QUALIFICATIONS
Minimum Experience and Training Requirements:
- One year of experience as a Highway Equipment Manager 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Three years of experience in the repair and maintenance of gasoline and diesel engines and other components of heavy highway maintenance and construction vehicles and equipment including two years of such experience in a supervisory or administrative capacity; or
- An equivalent combination of experience and training.
Conditions of Employment:
- This position position requires possession of a valid Pennsylvania Class A or Class B Commercial Driver's License which is not under suspension with Air Brake restriction removed.
- This position requires Tank (N) endorsement.
- This position requires possession of a valid Class 4 or Class 7 Commonwealth of Pennsylvania Inspection Mechanic Certification.
- This position requires one year of experience or training in the repair or maintenance of diesel engines.
