General Description
This is for the 2026-2027 school year. Coordinates curriculum development and implementation for assigned specialized field and educational level throughout the division; assists the schools in the development and implementation of curriculum programs. Requires coordination with state and federal Career and Technical Education (CTE) Offices regarding the Carl D. Perkins Act regulations. Complex work is performed within specific departmental objectives and policies; employee plans own work and coordinate with others as necessary. Contacts are regularly and frequently made at all organizational levels within and outside the department to explain and implement programs and policies; considerable professional judgment is required.

Essential Job Functions

Assists in planning and developing programs to meet identified needs.

Provides leadership in curriculum development.

Provides leadership in the implementation and updating of CTE programs.

Conducts annual local assessment of CTE programs in accordance with state and federal law.

Assists in staff evaluation.

Assists in division recruitment, interviewing and selection of staff.

Leads CTE department chair/PLC meetings and professional development training.

Provides leadership support in the area of career and technical student organizations.

Provides leadership support for curriculum, program of study alignment, and course offerings.

Assists with the operation, management, and functions of the Career and Technical Education Advisory Committee.

Performs other duties as assigned.

Budgetary Responsibility
Assists in the development and implementation of local operating and instructional budget. Assists in the development and implementation of Local Plan/Budget for CTE funding (Perkins).

Report Preparation
Carl D. Perkins Application, Local Improvement Plan, Federal Monitoring Assessment. Prepares other reports at the request of the supervisor.

Equipment Operation
Computer, fax and copier.

Contacts
Directors, principals, assistant principals, instructional specialists, teachers, community business leaders, Virginia Department of Education CTE Office, neighboring school divisions CTE Offices, business and industry representatives.

Work Direction
Distributes and reviews work of the Fiscal Specialist for CTE.

Supervision
N/A

Decision Making
Requires coordination with state and federal CTE Offices. Requires considerable professional judgment.

Formal Policy-Setting Responsibilities
Conducts annual assessment of CTE in accordance with state and federal law.

Physical Demands
While performing the duties of this job, the employee is regularly required to use hands and fingers; reach with hands and arms; handle papers files, records, computer and equipment controls; talk and hear. The employee is required to stand; walk; sit and drive. Specific vision abilities required by this job include close vision, distance vision, and depth perception.

Work Environment
While performing the duties of this job, the employee regularly works in an office environment. The noise level in the work environment is quiet to moderate. It also requires periodic visitation to schools and in/out of state CTE related conference travel.

Qualifications
Advanced knowledge of the concepts, principles, and methodologies of areas of specialization; knowledge of federal and state laws and regulations related to CTE. Knowledge of learning theories. Ability to communicate effectively, both orally and in writing. Ability to train and advise staff. Ability to gather data, prepare and present reports accurately and on time. Demonstrated skills in decision making, problem analysis, conflict resolution, interpersonal relationships, program management, and research and planning. Ability to plan, organize and perform work independently and as a member of a team.

Additional Job Requirements
Must hold a valid Virginia teaching license, prior teaching experience and experience working with career and technical education programs. Endorsement in Administration and Supervision preferred.
