The International Rescue Committee (IRC) is a global humanitarian organization focused on helping people who have experienced conflict and disaster. The IRC Spokane office supports refugee and immigrant families in education, employment, and health services. The IRC Washington Youth Program works to give youth from refugee and immigrant backgrounds the skills and resources needed to pursue opportunities. The program provides educational enrichment, tutoring, and support to students, families, teachers, and school administrators.

Job Overview
The Senior Youth Program Specialist will coordinate, implement, and instruct within IRC’s Youth and Education Programs in Spokane, WA. The role will focus on the Individualized Tutoring Program and the Virtual Summer Reading Program.

Major Responsibilities
Individualized Tutoring Program

Serve as a tutor for the program, supporting 40–60 students from refugee and immigrant backgrounds annually.

Recruit, screen, and train 20–30 volunteer community tutors each year, matching them with newcomer families for weekly in‑home or virtual tutoring.

Conduct family outreach and enrollment, maintaining rosters and facilitating tutor placements.

Provide ongoing support and problem‑solving for community tutors, answer questions, coach, and disseminate resources and best practices.

Provide direct instruction, filling in for volunteer tutors as needed.

Conduct regular supervision of community tutors to ensure quality instruction and safeguarding accountability, including observations, feedback, and quarterly calls with families and students.

Ensure program policies and guidelines are followed by staff, interns, volunteers, and families, and complete supervision in accordance with guidelines.

Partner with headquarters to conduct tutor roundtables, share information, and evaluate the program for continuous improvement.

Develop positive relationships with school‑based partners, receive referrals, and provide regular program updates.

Virtual Summer Reading Program (VSR) and Afterschool Club Program

Assist with teaching the Virtual Summer Reading program and afterschool club program in partnership with the Youth Program Coordinator.

Plan curriculum and lead group activities in English literacy, math, art, recreation, and social‑emotional learning with K–5 students.

Provide 1:1 support to students needing individualized instruction.

Provide training and technical support to parents/caregivers and students for digital tools (Canvas, Google Classroom, Zoom, Teams, etc.).

Follow processes including attendance records, inclusive and trauma‑informed classroom management, distribution and collection of learning materials, and health and sanitation procedures.

Engage with partners by attending in‑person events at local libraries or schools.

Track student attendance, needs, reading time, and progress.

Conduct parent/caregiver follow‑up calls to obtain feedback and keep families engaged.

Create safe and healing learning spaces and build supportive relationships with newcomer students using a trauma‑informed approach.

Support program monitoring and evaluation by ensuring data is recorded and conducting family feedback calls at program conclusion.

Participate in program meetings, staff development activities, and remain engaged as a member of the IRC team.

Comply with all policies, procedures, and protocols of the agency.

Perform other related duties as assigned.

Other Duties

Provide functional support to other youth programs and events, such as the Youth Roots Internship program and Mobius field trips.

Participate in all program meetings and staff development activities, engaging fully as a member of the IRC team.

Assist as needed with events and other youth team projects.

Comply with all agency policies, procedures, and protocols.

Perform other related duties as assigned.

Key Working Relationships
Reports to: Youth Program Coordinator

Directly supervises: Interns, volunteers

Internal: Youth Program Specialists, Youth Program Team, AmeriCorps Members, other IRC Seattle staff

External: Teachers at partner school districts, contacts at partner organizations

Job Requirements

Relevant degree in Education, Teaching, Child/Youth Development, or related field, or 2–4 years of relevant experience in teaching, tutoring, or youth development programming. TESOL certificate a plus.

Experience in training and facilitation using adult learning principles.

Experience in volunteer coordination/management.

Cross‑cultural experience; connection and experience working with refugee and/or immigrant communities.

Experience working with multilingual students and families.

Commitment to anti‑racism and continual learning and growth.

Demonstrated ability to use a variety of instructional strategies appropriate for individual student needs.

Commitment to creating safe and healing learning spaces for newcomer students and utilizing trauma‑informed practices with students and families.

Flexible and adaptable, able to quickly problem‑solve and adjust plans and activities according to student needs or unexpected circumstances.

English proficiency, both spoken and written; professional proficiency in a predominant local client language desired (Dari, Pashto, Arabic, Somali, Swahili, Kinyarwanda, Ukrainian, etc.).

Strong written, verbal, and interpersonal communication skills.

Proficiency in MS Office suite including Excel, PowerPoint, Outlook, and Teams.

Ability to work well with people of diverse cultural backgrounds.

Ability to work independently and as part of a team.

Ability to maintain responsibility for multiple tasks in a diverse, fast‑paced work environment.

Willingness to become First Aid/CPR certified upon hire.

Working Environment

Hybrid: In‑office, at home, or at tutees’ homes; standard professional office environment (currently remote).

Schedule: Part‑time, 30 hours/week. Availability on weekdays between 4:00–6:00 pm; regular evening activities; typical schedule 12:00 pm–6:00 pm for afterschool tutoring; occasional weekend activities.

Limited term: Position spans from start date to October 31 2025, with hopes of renewal for the following year.

Requires reliable high‑speed internet and personal transportation for travel within the Spokane Public School district area.

Compensation
Posted pay ranges apply to US‑based candidates. Ranges are based on market, job type, internal equity, and budget. Exact offers are calibrated by location, experience, and skill relative to the defined requirements.
