POSITION OVERVIEW
The Task Order Manager (TOM) serves as the Contractor's primary point of contact and liaison with FRTIB leadership and the Contracting Officer's Representative (COR). This individual provides executive-level oversight of all contract activities, ensuring on-time and high-quality delivery across all task areas. The TOM also leads the development of professional presentations and briefing materials for FRTIB senior leadership.
KEY RESPONSIBILITIES
Serve as primary liaison between FRTIB and the Contractor, ensuring effective communication and coordination across all task order activities
Oversee performance of all contract task areas, ensuring compliance with PWS requirements, timelines, and quality standards
Prepare and submit monthly contract status reports within the first week of each month, including ceiling, funding, ETC, and planned vs. actual work summaries
Host and facilitate interchange meetings quarterly (or as directed by the COR) to review cost, schedule, and technical performance
Develop, edit, and format PowerPoint presentations using Government-provided content and data for executive-level and stakeholder audiences
Apply FRTIB branding, Section 508 accessibility standards, and Government formatting requirements to all presentation materials
Prepare supporting materials including notes, handouts, meeting minutes, and briefing packets
Maintain version control for all presentation deliverables and deliver source files in Government-approved formats
Coordinate content collection and approval with program staff within established timelines
Submit the Quality Control Plan (QCP) to the Contracting Officer within 10 calendar days of task order award and maintain it throughout performance
Coordinate the OCI Mitigation Plan submission within 30 days of contract award
Lead kickoff meeting preparation and ensure agenda and meeting minutes are delivered to the COR within 10 calendar days of award
REQUIRED QUALIFICATIONS
Bachelor's degree in Business Administration, Public Administration, Management, or a related field
Minimum 7 years of experience in federal government contracting or program management
Demonstrated experience serving as a primary contractor point of contact on federal contracts of similar scope
Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Teams) and SharePoint Online
Strong written and oral communication skills with experience briefing senior government officials
Ability to obtain and maintain an FRTIB Public Trust clearance
Experience preparing and managing monthly status reports, QCPs, and contract documentation
QUALIFICATIONS
Project Management Professional (PMP) certification
Experience supporting federal financial agency acquisitions (e.g., Treasury, OPM, independent agencies)
Familiarity with FRTIB, TSP, or similar federal retirement/financial systems
Experience with Section 508 compliance for presentation materials
