Summary
The incumbent serves as the Facility Operations Specialist/Fleet Manager for the Facilities Management Service Line, acting as the senior program authority responsible for planning, directing, administering, evaluating, and maintaining buildings, lawns, roads, common areas and the Medical Center's Fleet Management Program.
Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement – 05/01/2026. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time‑in‑grade requirements by the closing date. For a GS‑09 position you must have served 52 weeks at the GS‑07. The grade may have been in any occupation but must have been held in the Federal service. An SF‑50 showing your time‑in‑grade eligibility must be submitted with your application materials. If the most recent SF‑50 has an effective date within the past year, it may not clearly demonstrate one‑year time‑in‑grade as required; an additional SF‑50 will then be required.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS‑07 in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but are not limited to: managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military or other special‑purpose installations; planning maintenance activities; developing preventive maintenance programs; conducting surveillance activities over construction and maintenance operations performed by private contractors; reviewing project plans and specifications for workability; informing contractors of construction and reporting requirements; supervising operations for conformance with project plans; performing maintenance or construction work; estimating material and labor costs for construction or maintenance projects; directing actual work operations; and maintaining appropriate contacts with the organization funding the project.
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level, you must have a Master’s or equivalent graduate degree or 2 full years of progressively higher level graduate level education leading to such a degree or LL.B/J.D. – if related. Major study in engineering, industrial arts, property management or business administration is preferred.
Combination: An equivalent combination of specialized experience and graduate education demonstrating your ability to perform the duties of the position is acceptable.
Preferred Experience: Candidates possessing fleet transportation management experience and understanding of GSA Fleet operations. Knowledge and experience with GEO Tab and telematics systems, as well as proficiency in report management and documentation organization, are preferred. FAC‑CORF certification is preferred; training will be provided for qualified applicants.
Duties
Evaluate characteristics of integrated systems used throughout the medical center.
Oversee the Transportation Section Fleet Management Program and serve as the principal advisor to Executive Leadership regarding fleet operation, utilization, acquisition strategy, and lifecycle management.
Direct centralized vehicle motorpool operation for acquisition, operation, and maintenance of all vehicles leased by General Service Administration (GSA) and agency owned vehicles.
Serve as COR (contracting officer representative) and contract coordinator for most services, maintenance, and repair contracts.
Perform duties as the point‑of‑contact for maintenance and repair work requests.
Collaborate with other Maintenance and Operations staff to ensure a timely response to emergency work order phone calls and effectively coordinate with shop supervisors to meet the appropriate response to the emergency.
Assure compliance with all certifications – Joint Commission, safety, fire prevention, infectious disease, and security programs for the Facilities Management Service.
Inspect and direct activities providing services.
Inspect contractors' work for compliance with specifications or standards.
Determine and project funding requirements for projects.
Compile information and documents for justifying budget requests for projects or orders under consideration.
Track all Joint Commission violations and any other compliance inspection.
Establish and maintain corrective action plans.
Serve as the Fleet Card Program Manager.
Manage a purchase card holder responsible for over 160 fleet cards.
Determine which maintenance work requests can be approved and processed based on experience and judgment.
Determine the resources and appropriate compliance with directives – assess the impact of the planned operation and maintenance and any restrictions or barriers that will need to be overcome before work commences.
Work Schedule: Monday through Friday – 8:00 a.m. to 4:30 p.m. – This is not a virtual position.
