Summary
This position is eligible for the Education Debt Reduction Program (EDRP) - a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program approval—award amount (up to $200,000) and eligibility period (one to five years)—are determined by the VHA Education Loan Repayment Services program office after complete review of the application.

Basic Requirements

Citizenship: Must be a citizen of the United States. Non‑citizens may be appointed only when recruitment of qualified citizens is not possible in accordance with 38 U.S.C. § 7407(a).

Education: Must hold a bachelor’s degree or higher from an accredited institution.

Certification: Candidates must hold one of the following certifications: Generalist certification as an MLS given by ASCP BOC or AMT, or Generalist certification as an MT given by ASCP BOR or AMT.

Foreign Education: Education earned outside the U.S. must be deemed at least equivalent to a U.S. program by a recognized evaluation agency. Graduates of foreign baccalaureate programs are qualified if either (1) transcripts are evaluated as equivalent to a NAACLS‑approved U.S. clinical laboratory science degree, or (2) a letter from ASCP BOC or AMT confirms eligibility to take the certification examination. Possession of the above certification automatically satisfies foreign‑education equivalency.

English Language Proficiency: Must be proficient in spoken and written English as specified in 38 U.S.C. § 7403(f).

Grade Determinations

GS‑13: One year of creditable experience equivalent to the next lower grade level is required.

GS‑13 Supervisory Clinical Laboratory Scientist: Must supervise a laboratory meeting at least three of the following conditions—complexity level 1 or 2, at least one million billable tests annually, staff including at least one GS‑12 subordinate, lack of on‑site pathologist, or oversight of more than one specialty.

Knowledge, Skills, and Abilities: Demonstrated knowledge of federal and state regulations, laboratory accreditation, quality management procedures, interpersonal relations, conflict resolution, supervisory duties, problem analysis, fiscal management, goal setting, and technical studies.

Duties

Plan, direct, and assess work activities.

Recommend personnel actions and ensure compliance with regulations.

Manage quality processes and conduct performance projects.

Ensure staff training and adjust staffing as needed.

Possess skills in conflict resolution and full supervisory duties, including assignments, evaluations, selections, and disciplinary actions.

Develop and implement solutions for efficient laboratory operation.

Manage fiscal matters, forecast resources, and administer the allocated budget.

Set short‑ and long‑term goals and conduct studies on technical and administrative problems.

Perform duties assigned by Laboratory Manager, Assistant Laboratory Manager, or Chief P&LMS.

Work Schedule & Compensation

Full‑time, Monday through Friday, 7:30 AM – 4:00 PM or 8:00 AM – 4:30 PM.

Competitive salary, regular salary increases.

Paid time off: 37‑50 days annually (13‑26 days leave, 13 days sick leave, 11 Federal holidays).

Parental leave: Up to 12 weeks paid after 12 months of employment.

Child‑care subsidy: Eligible employees after 60 days may receive a subsidy up to 25% of costs (maximum $416.66 per month).

Retirement: Traditional federal pension (5‑year vesting) and 401(k) with up to 5% employer contribution.
