Overview
The Dayton VA Medical Center is looking for a Licensed Practical Nurse (LPN) for the Community Living Center - Soaring Eagles. The LPN performs assigned duties in a manner that promotes quality health care, positive customer service, and the maintenance of an environment committed to serving the veteran.

Qualifications

Basic Requirements

United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Education – Graduate of a school of practical or vocational nursing approved by the appropriate State agency and/or accredited by the National League for Nursing Accrediting Commission (NLNAC) at the time the program was completed by the applicant.

Exceptions include healthcare education in the military service or training in the military service which is accepted by the licensing body in the jurisdiction in which the individual is licensed as qualifying for full LPN/LVN licensure, or granted a license by a jurisdiction that does not require graduation from an approved school and has at least one year of successful practice as an LPN/LVN.

Licensure: Full, active, current and unrestricted licensure as a licensed practical or vocational nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States or District of Columbia.

An LPN/LVN who has or has ever had any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in Chapter 3, Section B, Paragraph 16 of this part.

English language proficiency: Licensed practical or vocational nurses appointed to direct patient care positions must be proficient in both spoken and written English.

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations – Qualification criteria for each grade:

GS‑03: None beyond the basic requirements. LPNs at this grade level are expected to perform all duties within the scope of their license (e.g., medication administration). Completed work may require routine or detailed higher‑level review depending on complexity.

GS‑04: Six months of qualifying experience as an LPN or LVN. Or graduation from an approved school (which may be waived) and one year of experience in nursing care facilities. LPNs at the GS‑4 grade level perform all duties expected of GS‑3 LPNs but must exercise greater judgment and require less supervision.

GS‑05: Completion of at least one year of qualifying experience at the GS‑4 level or equivalent. Knowledge and ability to provide a full range of practical nursing care to patients with a variety of physical and/or behavioral problems and to serve as a responsible member of a nursing team.

GS‑06: Completion of at least one year of additional qualifying experience at the GS‑5 level or equivalent and fully meeting all performance requirements for the GS‑5 LPN/LVN.

Knowledge and skill sufficient to prepare, administer, and appropriately document specific medication use; observe patient responses; recognize the need for emergency measures.

Ready to respond to equipment malfunctions, safety hazards, and supply deficiencies.

Ability to handle urgent or emergent patient care situations and to initiate appropriate emergency interventions.

Understanding of human behavior, patient motivations, and the ability to work effectively with patients, family members, and other staff.

Knowledge and skill in performing support duties for complex diagnostic tests, including patient preparation and monitoring.

The full performance level of this vacancy is GS‑06.

The actual grade at which an applicant may be selected ranges from GS‑03 to GS‑06.

Physical Requirements

The Dayton VA Medical Center is a major interdisciplinary teaching facility serving medical, surgical, and outpatient patients, including a large outpatient psychiatric population.

This position requires visual acuity, keen hearing, clear speech, and manual dexterity.

It may involve long periods of walking, standing, stooping, sitting, bending, pulling, and pushing, as well as transferring patients and objects.

Incidental exposure to infected patients and contaminated materials; protective clothing may be required in isolation or operative situations.

Occasional exposure to patients who are combative due to delirium, dementia, or psychiatric disorders.

Requires a mature, flexible, sensible individual capable of working effectively in stressful situations and shifting priorities based on patient needs.

Parental Leave: Up to 12 weeks of paid parental leave after 12 months of employment (birth, adoption, or foster care).

Child Care Subsidy: After 60 days of employment, eligible employees with a total family income below $144,000 may receive a childcare subsidy up to 25% of eligible costs.
