Job Summary

The Rural Health Transformation (RHT) Program Manager will serve as a strategic and operational leader for UETN's role in Utah's Rural Health Transformation Program (RHTP) and the successful implementation and management of the program's LIFT (Leveraging Innovation for Facilitated Telehealth) Initaitive. The RHT Program Manager is responsible for managing the federal funds allocated to UETN through the Utah RHT Program, ensuring compliance with Department of Health and Human Services (DHHS) and Centers for Medicare and Medicaid (CMS) requirements, and supporting statewide efforts to expand telehealth capacity, digital infrastructure, and rural health innovation. This role is supported by the Rural Health Transformation Program (RHTP) LIFT initiative, which provides five years of federal funding to expand telehealth capacity across rural Utah. The position is grant funded, and continuation beyond the grant period will depend on future funding availability. In-state travel will be required for site visits.

Administration Management

Responsible for overseeing and coordinating a combination of administrative, operational, workforce, and budgeting tasks for a department/school/college to ensure efficient day-to-day operations. Support leadership in development and implementation of programs and strategies. Collaborate with other departments, maintain records, and ensure compliance with regulations and university policies. Excellent organizational, communication, and leadership skills are essential.

Responsibilities

Job Responsibilities:
• Work with the RHTP Director to help lead strategic planning, implementation, evaluation and reporting for the LIFT initiative in alignment with Rural Health Transformation Program goals and state and federal reporting requirements
• Oversee daily operations, timelines, and deliverables for all LIFT-funded activities
• Manage hiring for additional roles, including grants management
• Coordinate closely with procurement on RFP development, vendor selection, and contract oversight
• Ensure rigorous documentation, compliance, and tracking of outcome measures
• Maintain continuous communication with DHHS and serve as the operational point of contact
• Support financial reporting, risk mitigation, and performance monitoring
• Coordinate with rural providers, health systems, and community partners
• Ensure reporting timely submission of all required documentation, performance metrics, and financial reports to support DHHS's reporting to CMS.
• Coordinate with rural hospitals, clinics, health systems, community partners, and state agencies to support telehealth expansion, digital connectivity improvements, and technology-enabled care models.
• Develop and maintain project timelines, work plans, risk assessments, and quality assurance processes.
• Provide leadership and guidance to internal UETN teams and external partners to ensure successful implementation of telehealth infrastructure, equipment deployment, and technical support.
• Facilitate stakeholder engagement as needed, including convenings, trainings, and communication efforts to support rural health transformation.
• Monitor program outcomes, identify opportunities for improvement, and ensure alignment with federal and state program requirements.

Senior Supervisor, Administration Management

Provide leadership and direction to teams within the university, overseeing their operations and performance. Develop and implement unit-level strategies to support various academic or administrative departments. Manage budgets, resource allocation, and forecasting for assigned areas, ensuring efficient use of university resources. Coordinate with HR to address escalated workforce issues and ensure compliance with university policies and procedures. Drive initiatives to enhance productivity and effectiveness across departments.

Minimum Qualifications

Preferences

Bachelor's degree required; Master's degree in public health, health administration, project management, or related field preferred.
8+ years of experience in program management, health systems, telehealth, public health, or related fields with a preference for experience working with rural Utah healthcare providers.
Demonstrated experience managing large-scale, multi-stakeholder initiatives and complex budgets as well as experience with federal and state grant management, reporting, compliance.
Strong understanding of health systems, telehealth technologies, and digital infrainfrastructure.
Excellent communication, leadership, and stakeholder engagement skills.
• Competency in diverse platforms, including Microsoft Excel, Outlook, Zoom, GSuite
• Experience with federal or state grant management, reporting, and compliance preferred.
