Summary

This position is in the Excepted Service under U.S.C. 50 § 3024(v) and appointments are made without regard to the requirements of the Competitive Service by laws, Executive order, or OPM regulations.

This position is in the Bureau of Intelligence and Research, Office of Technology and Innovation (INR/TIO). INR's Office of Technology and Innovation (INR/TIO) is responsible for the operation and maintenance of the Top Secret network.

Duties

Help

Formulates short-term/long-range program plans for Products and Platforms portfolios, encompassing Product Portfolio (Core Services, Analytic, Interagency Coordination) and Platform Portfolio (Software Development, Data & AI, Operations & Security)
Serves as senior technical authority providing enterprise-level technical leadership for IT programs, resolving highly complex technical & operational issues affecting product & platform portfolios across Federal and contractor-supported environments
Provides enterprise-level oversight of product & platform portfolios by monitoring/evaluating performance, capacity, and utilization across on-premises & cloud infrastructure; establishes escalation frameworks for complex technical issue resolution
Leads planning, organization & execution of design/build processes for IT service offerings by translating customer requirements into technical specifications & architectural designs spanning virtual desktop, collaboration platforms, etc.
Presents briefings and provides expert technical input to senior Department officials on Products and Platforms programs that impact Department IT management and Intelligence Community policies

Qualifications

Applicants applying for the GS-15 grade level must meet the following requirements:

Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

Attention to Detail

- Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

- Expresses information (ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (technical, sensitive, controversial); makes clear and convincing oral presentation; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving

- Identifies problems; determines accuracy and relevance of information; uses sound judgement to generate and evaluate alternatives, and to make recommendations.

AND

Have at least 1 full year of specialized experience equivalent to the GS-14 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

NOTE:

Experience with advanced information technology theories, principles, concepts, and practices sufficient to serve as a senior technical authority for the enterprise Products and Platforms portfolios supporting intelligence operations.
Experience with product and platform management, cloud-native, intelligence systems, data and infrastructure, cybersecurity architecture, DevSecOps practices, service integration, and enterprise service delivery across classified environments.
Experience with multiple IT functional domains in order to design, integrate, and evolve complex products and platforms where precedents do not exist.
Experience applying Agile and SDLC methodologies to manage the project lifecycle.
In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-15 position.
