Job Summary

Job Summary

As a Database Developer you will provide application development leadership for new and existing system development projects. The scope of the projects will be broad-based undertakings that will have a high impact on agency-wide processes and procedures. The projects will require expertise in databases, systems and software analysis, design, development, troubleshooting and integration using PostgreSQL's PL/pgSQL, Oracle's PL/SQL, and other tools or languages as appropriate. A high level of knowledge of the existing technologies, development standards, software development life cycle (SDLC) methodologies, and technical industry best practices will also be required. This position will be involved with the most complex and critical systems at the Minnesota Pollution Control Agency (MPCA).

This position is temporary and includes full state fringe benefits; it is anticipated to last up to two (2) years.

This position requires an employee to be onsite at 520 Lafayette Rd, St Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location.

Telework for Minnesota IT Services is available on a limited basis. Employees will be required to meet current telework eligibility requirements.

Position requires a minimum of four (4) years of IT related experience in Oracle procedural language (PL/SQL) development of functions and procedures.

Experience must include:

Expertise in Oracle PL/SQL development, with experience in developing, troubleshooting, and optimizing complex procedures and functions.
Expertise in writing complex Oracle SQL queries.
Experience working on a large project development team as an Oracle database developer.
Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding.
Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences.
Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master's degree for eighteen (18) months of experience; a bachelor's degree for one (1) year; and an associate's degree for six (6) months

Strongly Preferred Qualifications

Experience planning and implementing database migrations.
Experience in collaboratively analyzing application/system defects.
Preferred Qualifications

Expertise in tuning Oracle SQL queries.
Experience and competency in PostgreSQL PL/pgSQL development with expertise in developing, troubleshooting, and optimizing procedures and functions.
Experience using version and source code management tools such as Git to support database development.
