About this Job

The Office of State Resources (OSTR) is responsible for the stewardship, administration, and strategic management of Louisiana’s publicly owned land, mineral, water, and subsurface assets for energy-related development. At the direction of the State Mineral and Energy Board (SMEB), the Office supports the full lifecycle of public resource management — beginning with the initial bid and contract evaluation, negotiation, and title verification.

OSTR manages Louisiana’s proprietary interests in minerals, water, and alternative energy on state lands and water bottoms. It oversees leasing through the State Mineral & Energy Board, ensures accurate royalty collection and audits, and expands into renewable leasing and groundwater management. By uniting mineral, land, and water stewardship, OSTR provides fiduciary oversight of public assets while developing a comprehensive water plan and integrating groundwater district functions. Its role ensures the state captures fair value from resources while safeguarding long-term sustainability. The incumbent of this position will be responsible for highly specialized and technical leasing functions and the most complex and sensitive land work. The major goal for this position is the successful accomplishment of all functions involved in the State's energy leasing program.

Minimum Qualifications

Three years of experience in property and land rights acquisition, appraisals, or relocation assistance; land title research or abstracting, land surveying or cadastral work; or oil and gas lease negotiations or land work involving plotting and location of well sites and access routes; OR

Six years of full-time work experience in any field; OR

A bachelor’s degree.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

Job Duties:

The incumbent may engage daily with many of the following groups: private landowners, title attorneys, professional land men, right of way agents, land managers, land abstractors, land surveyors, real estate appraisers, construction design engineers, corporate representatives, the Office of State Lands, GIS staff, attorneys with the Legal Division and the Louisiana Attorney General’s Office, and other Federal, State, and local government personnel. Duties and responsibilities include, but are not limited to the following:

Utilizes knowledge, experience, and training while interacting with technical staff to determine the accuracy of legal description information on nominations for building notice book and advertisement, and on plats of nominated tracts.

Upon request, helps the public, other sections, and governmental agencies secure and understand information on nominated tracts and maintains hard copy records of work done on nominations from the time nominated to the time of lease sale

Utilizes data provided by the GIS and SONRIS systems, using complex mathematical solutions, computes triangulation and transverses on the Geodetic and Plane Grid coordinate systems to review

Interacts with state agencies, local governments, and industry regarding tracts nominations

Trains staff, assigns work, and reviews the work products of lower staff.

When more complex issues arise, oversees the close interaction with the GIS section in configuring images of nominated acreage, mineral lease acreage, released mineral lease acreage (partial or full) affecting State mineral leases on the GIS system for use by other employees of the department and by the public, utilizing surveying techniques and land man experience in property description interpretation, making the determination in conjunction with the Petroleum Lands Director as to the correctness thereof.

Exercises oversight on the more complex matters in advising agencies such as school boards, police juries, municipalities, the Department of Wildlife and Fisheries, the Department of Transportation and Development, and other State agencies on how to prepare tracts belonging to those agencies for mineral leasing wherein they would be subject to approval by the Mineral Board, and what steps to take if said agencies would like the State to lease the property for them with authority to make decisions where questions of procedure occur.

Utilizes training, experience and judgment to propose new methods of processing tract nominations and leases.

This Land Specialist 1-4 position is located in the Administrative Unit of the Land Administration Division within the Office of State Resources in Baton Rouge, LA. The incumbent reports to the Land Manager
