Overview
Job Summary- Program Manager- Austin Texas Hybrid
Role: Program Manager supporting the COO to drive modernization and process improvement initiatives across Procurement and Contracting Services (PCS) and System Support Services (SSS) divisions.
Location: Austin, TX (Local candidates only)
Duration: Contract through 8/31/26 (up to 2,000 hours), with possible extensions.
Sector: Public sector/State agency experience required
Responsibilities
Lead modernization, automation, and AI-driven initiatives to streamline and improve complex business processes.
Oversee the design, implementation, and management of large-scale projects aligning with organizational goals.
Develop and manage program budgets and operating plans.
Serve as a cross-divisional liaison, driving collaboration, consensus, and alignment between teams.
Facilitate adoption of new tools and processes by creating a “nudge” environment using behavioral strategies.
Standardize project management practices and documentation across divisions.
Ensure compliance with data governance, security, and ethical AI standards.
Report project progress, risks, and outcomes to senior leadership.
Mentor and lead interns and early-career professionals within the team.
Develop and implement strategies to measure and improve stakeholder satisfaction, process efficiency, and compliance.
Minimum Qualifications
8+ years of IT program management experience.
Proven track record managing multi-year, $10M+ projects.
Experience with Microsoft Project, Office, and Visio.
Demonstrated ability to manage multiple priorities, conflicts, and facilitate cross-functional teams.
Hands-on experience with AI, automation tools, and process improvement (Lean Six Sigma, etc.).
Strong knowledge of PMO standards, stage-gate reviews, and executive reporting.
Ability to translate strategy into actionable program plans and present complex technical concepts to business audiences.
Excellent verbal and written communication skills.
Preferred Qualifications
5+ years communicating with and supporting C-suite/executive sponsors.
Strong negotiation and influence skills with IT, business, and external partners.
Experience in data-driven reporting, KPI development, and dashboard creation (PowerBI/Tableau).
Comfortable working in ambiguous or rapidly changing environments.
Additional Requirements
Must currently reside in the Austin, TX metro area.
Prior experience in public sector and state government projects is required.
