Role Purpose
Provide leadership and specific Canada knowledge and expertise in payroll, pension, and benefits administration for approximately 350 active employees and 45 seasonal employees in Canada.
Responsibilities and Accountabilities
Payroll:
Manage the timely and accurate payroll for all active employees, seasonal, and international assignees twice monthly through the internal HR system (Workday) and Dayforce.
Oversee and verify entries being made into Dayforce are accurate and made as per documented LWI’s (local work instructions). This includes any payments or deductions (recurring or one-time).
Manage service issues or requests through HR Service Request forms with errors being identified as “Service Issues”.
Reconcile payroll accounts in the G/L monthly and at year-end in SAP in collaboration with Finance.
Submit timely and accurate remittances to provincial health plans and WCB and reconcile Federal and Provincial source deductions.
Coordinate the production of annual earnings statements (T4) with Dayforce in accordance with government regulations and submit to employees in a timely and accurate manner.
Continuously stay abreast of changes to Federal and Provincial legislation and new laws, regulations and employee standards which affect payroll, benefits, and pensions.
Serve as the local subject matter expert and authorize individuals to support Government Inquiries about employees, as well as employee inquiries.
Provide expertise and support to the members of the HR team with respect to payroll, pension, and benefit matters.
Identify improvements that can be made in the Canada payroll processes.
Manage the quarterly intercompany chargebacks (SIRAF’s) for international assignees (outbound).
Pension and Benefits Administration:
Administer Flex Benefit program for all active and retired employees by ensuring the necessary enrollment and employee changes are accurately entered or interfaced into the Benefit Provider’s administration system.
This includes new hires, managing terminations, changes in dependents, marital status, etc.
Provide support and expertise for escalated pension and benefit issues, ensuring that appropriate deductions and taxable benefits are captured in payroll.
Administer the company pension plan for all active employees by ensuring the accurate employer and employee contributions are made through the payroll interface and remitted to the pension carrier.
Collaborate with Finance, auditors, and Canada HR Head on the annual Pension audit to ensure all reconciliations and annual information are completed and submitted in a timely manner.
Requirements provided by this role include – reconciliation of sponsor contributions for both DC and DB plans, member reconciliation, support inquiries from the auditor related to contributions and member eligibility.
Complete annual update of all employee pension data for Willis Towers Watson to facilitate the calculation of the DB Pension Entitlements. Retiree pension Payroll –3rd party administers monthly pension payments to retirees.
Responsible to communicate changes to payments, update retiree information i.e., benefit deductions, taxable benefits, address changes, notification of death, etc.
Oversee the payment of various remittances/invoices not paid directly by Dayforce. (i.e., WCB and benefit premiums)
Critical Knowledge:
Knowledge of methods, procedures, principles, theories related to a specific field of work and/or technical/professional discipline and knowledge specific to the organization
Knowledge of Canada Federal and Provincial employment legislation, employment standards, year-end reporting of T4’s/Releve1’s/government returns and summaries, and employment insurance.
Knowledge of company pension and benefit programs
Strong knowledge and experience with identifying and implementing continuous improvement solutions for payroll processes
Knowledge of in-house payroll programs
Excellent understanding of payroll accounting principles
Knowledge of US payroll is a plus (exempt and non-exempt)
Critical Skills:
Strong computer skills (SAP, MS Office, in particular Excel) and an aptitude for learning new programs.
Excellent time management skills to meet urgent deadlines
Interpersonal Skills – excellent written and oral communication capability
Confidentiality - ability to maintain strictest level of confidentiality due to the sensitive nature of payroll and personnel issues.
Strong analytical and problem-solving skills.
Self-directed – ability to work independently and within a team.
Critical Experience:
Minimum of 5 years’ experience in Canada payroll, with previous background in pension and benefits administration.
Knowledge of US payroll is a plus
NPI Certified Payroll Management designation for Canada
