LocationMonterey, CACompensation$82,350 - $100,098 per year (USD)**Job summary**: Program Officer (PO) is responsible for the delivery of quality services to transition-age youth experiencing homelessness within Monterey Safe Place Youth Navigation Center and Youth Shelter, Monterey Peninsula Street Outreach Program, and Safe Passage Transitional Housing Program. The PO performs programmatic, operations and administrative duties under the general supervision of the SPO. The PO directs, supervises and evaluates staff; maintains high program standards; makes budget recommendations to administration; engages in strategic planning and setting of program goals in cooperation with immediate supervisor; coordinates with various county departments and community organizations for the successful delivery of services; represents the shelter and the agency in community outreach.**Essential duties:** Ensures the delivery of quality services and meals to shelter guests; Ensures a clean and safe shelter and work environment; Ensures compliance with contract, grant and program standards; Collaborates closely with partner agencies, to accomplish goals; Screens, interviews, and recommends the hire of qualified staff; Directs, supervises and evaluates a staff and volunteers; maintains schedules for Support Counselors at Safe Passage and the Youth Shelter; Provides staff with specialized training and opportunities for professional development; Establishes, maintains and revises policies, procedures and program standards as needed; Enforces the policies and procedures of the program and CHS; Ensures the proper documentation of services, collects and compiles statistical and demographic data, and maintains client files and program records; Prepares and analyzes regular program performance and statistical reports; Plans and implements program goals and objectives; Leads continuing quality assurance processes; evaluates efficacy of program and makes program improvements as neededPerforms operations duties at Safe Passage, including leasing activities, onboarding new residents, assessing and collecting rents, coordinating facilities maintenance and repairs, etc. (non-direct services); Prepares annual performance reports and other reports and evaluations as required; Collects and transmits data online in the Homeless Management Information System (HMIS); Collaborates closely with the Coalition of Homeless Services Providers, especially on youth systems and services; Develops collaborative relationships with County, City and community organizations and businesses to cultivate referrals to programs and resources for clients; Is responsive to guest, staff, partner and community concerns and complaints; Attends program and agency staff meetings and board meetings; Conducts regular outreach in the community; Other duties as assigned.**Minimum Qualifications:** BA degree in the field of human services or related field of study. Five years related work experience; two years supervisory experience. The equivalent combination of education and experience may be substituted. Bilingual (E/S) desired. Knowledge of community resources used in case management of persons experiencing homelessnessSalary Range: $82,350 - $100,098 per year D.O.E. Additional 5% if bilingual (E/S).
