Summary
The Manager, Contracting Services supports senior management with executing core procurement tasks and functions. This includes supporting the award of $1 billion in new consultant contracts each year and managing changes on contracts valued at approximately $5 billion.
Responsibilities
Conduct solicitations of new contracts and contract modifications and lead the award process to ensure compliance with all applicable laws, regulations, and policies.
Create and ensure that contract files properly document the procurement and decision-making process to promote efficient operation of the Contracts Department.
Conduct review and analysis of technical and cost proposals.
Provide status updates on the relevant tasks and activities to senior management as required.
Draft, edit, and otherwise contribute to reports generated for MTA agency executives and senior staff.
Education and Experience
Bachelor's degree in Business Administration, Public Administration, Engineering, Finance, Government Contracting, or a related field.
Minimum of five (5) years of related experience in procurement and contracts or a related field.
Competencies
Experience working in and with public sector procurement management principles and government procurement processes.
Strong communication (written and verbal), negotiation, analytical, problem-solving, organizational, and interpersonal skills.
Knowledge of procurement, contract terminology, terms and conditions, and construction management (including the ability to interpret construction documents and schedules).
Knowledge of relevant local, state, and federal laws, including federal and state procurement laws, rules, and regulations.
Advanced knowledge and use of the Microsoft Office Suite.
