Overview
Nakupuna Companies seeks an Analyst III: Technical and Support Services Activity Manager Surveillance and Response Advisor to join a team working under the Office of Program Planning and Evaluation. The Office of Program Planning and Evaluation (PPEV) serves as the Bureau of Global Health Security and Diplomacy’s (GHSD) central hub for data, strategy, and awards management. PPEV is comprised of two teams: the Program Planning and Strategy Team (PPST) and the Data Analytics and Systems for Health (DASH) Team. PPEV advances the America First Global Health Strategy by promoting accountability, impact, and transparency through the collection, analysis, and use of data for evidence-informed decision-making, supported by high-quality data systems and interactive visualizations and tools. PPEV coordinates and integrates strategic planning, budget formulation, program design, and operational execution to ensure alignment with Bureau priorities and efficient implementation of business cycles. The Office also leads award design and compliance processes, strengthens governance and standardization across programs, and monitors performance across the full data lifecycle. Through training, tools, guidance, and learning collaboratives, PPEV builds the capacity of country teams and headquarters staff to interpret and use data to drive program improvement. Additionally, the office supports global health diplomacy learning efforts and fosters collaboration across interagency and international partners.
Responsibilities
The Support Services Activity Manager will support Bureau-wide mechanisms for procuring specialized consultancy services that supplement GHSD’s core staffing. These services will provide critical functions related to MOU implementation, including audit services, data verification, and other specialized technical support to ensure program integrity and compliance.
Support the design and management of Bureau-wide mechanisms for procuring specialized consultancy services
Coordinate the selection and onboarding of consultants for critical functions such as audit services, data verification, and technical support
Oversee the implementation of consultancy services, ensuring alignment with MOU requirements and Department policies
Monitor and evaluate the performance of consultants, providing feedback and recommendations for improvement
Facilitate communication between GHSD core staff, consultants, and partner organizations
Prepare reports and briefings on consultancy service outcomes and impact
Deliverables
Mechanism design and management plans for procuring consultancy services
Selection and onboarding documentation for specialized consultants
Reports on audit services, data verification, and technical support activities
Performance evaluation summaries and recommendations
Regular progress reports and a final summary report detailing achievements, challenges, and lessons learned
Qualifications
Skills/Qualifications: Demonstrated ability to operate effectively in ambiguous and evolving environments. Strong problem-solving skills and ability to proactively identify and address challenges.
Experience in procurement and management of consultancy services
Knowledge of audit processes, data verification, and technical support functions
Strong organizational and project management skills
Ability to coordinate across multiple teams and stakeholders
Excellent communication and report-writing abilities
Familiarity with federal acquisition regulations and compliance requirements
Strong oral communication and presentation skills
Experience in training and providing technical assistance to diverse stakeholders
Ability to manage competing priorities and perform effectively in fast-paced environment
Proficiency in Microsoft Office 365 applications, with experience in SharePoint preferred
Experience living and/or working in international settings
Education and Experience
Bachelor’s degree or higher in Public Administration, Business, Public Health, or a related field
Minimum 5 years of experience in procurement, contract management, and technical support for international programs, including experience with audit services and data verification
Clearance Requirements
Must possess or be able to obtain and maintain a Secret Clearance.
Physical Requirements
Ability to perform repetitive motions with the hands, wrists, and fingers
Ability to engage in and follow audible communications in emergency situations
Ability to sit for prolonged periods at a desk and working on a computer
Compensation
Projected compensation for this position is $90,500.00 to $95,000.00 (annualized USD).
