Job Title: Process Safety Management (PSM) Specialist

Job Description
This role focuses on implementing and sustaining robust Process Safety Management (PSM) programs within oil and gas, refinery, terminal, splitter, and petrochemical facilities. The PSM Specialist applies deep knowledge of OSHA, EPA, API, and CFR standards to lead risk assessments, support mechanical integrity programs, and drive continuous improvement in process safety performance.

Responsibilities

Implement, maintain, and continuously improve Process Safety Management (PSM) programs across refinery, splitter facility, terminal, midstream, and petrochemical operations.

Apply strong knowledge of OSHA 1910.119, EPA 40 CFR Part 68, API/CCPS guidelines, and industry risk reduction practices to ensure regulatory compliance and best practices in process safety.

Lead and facilitate Process Hazard Analyses (PHAs) and Layers of Protection Analysis (LOPA) to identify, evaluate, and mitigate process safety risks.

Utilize PHA methods and methodologies to conduct structured hazard identification and risk assessments for new and existing processes.

Manage and support Management of Change (MOC) systems to ensure that process, equipment, and operational changes are properly evaluated, documented, and implemented.

Conduct and support incident investigations, including the preparation and review of incident reports, to identify root causes and recommend corrective and preventive actions.

Support mechanical integrity programs using SCAT and other tools to analyze failures, trends, and opportunities for risk reduction.

Assess risk based on process operating changes and lead cross-functional teams through robust risk assessments for physical changes to operating processes.

Interpret and use P&IDs, isometrics, electrical drawings, safe operating limits, technical drawings, facility siting studies, Safety Data Sheets (SDSs), and hazard analyses to evaluate process safety impacts.

Provide safety training and PSM-related guidance to operations, maintenance, and engineering personnel to reinforce a strong process safety culture.

Conduct audits and reviews of PSM elements to verify compliance, identify gaps, and drive corrective actions.

Prepare and maintain documentation, reports, and records related to PSM activities, audits, PHAs, MOCs, and incident investigations.

Use Excel and other Microsoft Office applications to analyze data, track action items, and present findings and recommendations to stakeholders.

Collaborate with operations, engineering, and HSE teams to integrate process safety requirements into projects, modifications, and day-to-day operations.

Essential Skills

Minimum of 5+ years of experience working within the oil and gas industry implementing Process Safety Management (PSM) standards.

Experience working in a refinery, splitter facility, terminal, midstream, and/or petrochemical environment with hands‑on PSM program implementation.

Strong knowledge of OSHA 1910.119 and related OSHA safety standards.

Strong knowledge of EPA 40 CFR Part 68 and associated regulatory requirements.

Strong knowledge of API/CCPS guidelines and industry risk reduction practices.

Proven experience with Process Hazard Analyses (PHAs) and Layers of Protection Analysis (LOPA).

Experience with PHA methods, Management of Change (MOC) systems, and SCAT for mechanical integrity programs.

Ability to understand and assess risk based on process operating changes and lead teams through robust risk assessments.

Ability to interpret and work with P&IDs, isometrics, electrical drawings, safe operating limits, technical drawings, facility siting studies, SDSs, and hazard analyses.

Proficiency with Excel and Microsoft Office applications.

Two‑year degree or PSM certifications; in lieu of a degree, a minimum of 5+ years of PSM implementation experience in relevant facilities.

Work Environment
This position is based in Houston, Texas and supports operations in refinery, splitter facility, terminal, midstream, and petrochemical environments. The role involves working with technical documentation such as P&IDs, isometrics, electrical drawings, safe operating limits, facility siting studies, SDSs, and hazard analyses, using Excel and other Microsoft Office tools for analysis and reporting. The work environment combines office-based analytical tasks with time spent in industrial facilities to support PHAs, MOCs, audits, mechanical integrity activities, and incident investigations. Job Type & Location
This is a Contract to Hire position based out of Houston, TX.

Pay and Benefits
The pay range for this position is $40.00 - $48.00/hr.
