
Contract-To-Hire Program Manager

The Program Manager will operate at the intersection of business and technology, leading large-scale, cross-functional initiatives from planning through execution. This individual will bring structure to ambiguity, define workstreams and dependencies, and introduce "just enough" governance to improve outcomes without slowing teams down.
This role requires a balance of strategic program leadership and hands‑on project execution, along with the ability to influence stakeholders and drive accountability in a fast‑paced, evolving environment.
Hybrid Role:
3 days a week onsite in Bloomington, MN
Hourly Rate:
$50-55/hr DOE

Role & Responsibilities
Lead end-to-end delivery of complex, cross-functional programs across product and engineering teams
Define and manage program workstreams, timelines, dependencies, and risks
Establish scalable, repeatable program management practices and playbooks
Introduce appropriate governance, intake processes, and prioritization frameworks
Drive accountability across teams to ensure progress, follow-through, and execution discipline
Partner with technical and business stakeholders to translate objectives into actionable plans
Facilitate alignment across teams while maintaining momentum in a fast‑paced environment
Participate in client-facing discussions as needed, representing program status and progress
Identify gaps in current processes and implement improvements to enhance delivery maturity
Balance program‑level oversight with occasional hands‑on project management responsibilities
Bring clarity and structure to ambiguous, loosely defined initiatives
Enable smoother execution across teams by proactively managing dependencies and risks
Implement lightweight, effective program governance that enhances—not hinders—delivery speed
Establish repeatable processes that scale with the organization
Build trust with stakeholders through consistent follow-through and communication
Required Skills & Experience
7+ years of experience in program and/or project management within technology environments
Proven experience leading cross‑functional, enterprise‑scale initiatives
Strong background in SaaS‑based organizations
Experience working within cloud or services‑based architectures
Demonstrated ability to build and scale program management processes from the ground up
Strong stakeholder management skills with the ability to influence without authority
Comfortable operating in high‑growth, scale‑up, or startup‑like environments
Natural curiosity and proactive; able to quickly build situational understanding of products and systems
Skilled at bridging business objectives with technical execution
Calm, steady presence with a gently persistent approach to driving progress
Resilient under pressure and adaptable to changing priorities
Self‑directed and comfortable working with minimal structure
