What You'll Do

The Health Planning Administrator 3 assists the Bureau Chief in the development and implementation of the unit budget by monitoring the federal Centers for Disease Control & Prevention (CDC) grant for HIV and STIs. Additional duties include:
Under administrative direction, plans, directs, organizes, and manages all administrative aspects pertaining to the Sexually Transmitted Infection (STI) and Viral Hepatitis (Hepatitis) Client Services Prevention program
Develops policies and procedures (e.g., HIV counseling and testing, HIV/STI clinic operation procedures for persons exposed to HIV and other STIs, and integration of adult hepatitis in all program areas)
Coordinates with public health department staff, healthcare providers, and other organizations to obtain investigation and surveillance information and communicate findings
Supervises lower‑level supervisory and professional staff (approves leave, recommends discipline when necessary, ensures adherence to section policies/procedures and ODH directives)
Collaborates with other bureau staff, oversees procurement, management, and distribution of federal and state STI/Hepatitis prevention programs funds
Attends controlling board and state budget or other legislative hearings as needed
Appoints and/or oversees a liaison to local community planning groups, STI services, local health departments and other community‑based agencies
Prepares and delivers presentations and/or reports to community groups (e.g., community planning, local/state program staff, federal CDC staff and other legislative committees) regarding STI/Hepatitis client services program
Prepares and reviews reports and other correspondence between ODH, CDC, and local program agencies, affiliates and others as needed and develops policy recommendations based on outcome reports
Position Qualifications

5 years’ experience in planning and administering health programs, with experience commensurate with the approved position description on file
OR completion of a graduate core program in public health, health administration, preventive medicine, social work, nursing, or other health‑related field, or public policy and management/public administration or business administration AND 2 years’ experience in planning and administering health programs, with education and experience commensurate with the approved position description on file
OR 2 years’ experience as Health Planning Administrator 1, 65245, with experience commensurate with the approved position description on file
OR 12 months’ experience as Health Planning Administrator 2, 65246, with experience commensurate with the approved position description on file
Or equivalent of Minimum Class Qualifications for Employment noted above

Educational Transcript Requirements

Work Details

Normal working hours are Monday through Friday, 8:00 am to 5:00 pm. This is an exempt hourly position, with a pay range of $15 on the E1 Exempt Pay Range Schedule.

Schedule: Full‑time, 8:00 am–5:00 pm, Monday–Friday
