Duties

Serve as Chief, Engineer Division, providing the full range of real property and facilities design engineering, construction, maintenance, energy conservation, and related engineering services for the garrison.

Plan and direct subordinate operations.

Apply a multi-disciplined engineering knowledge, skills, and abilities; perform technical reviews of designs, plans, and project specifications for work to be accomplished by the subordinate organization.

Act as authorized representative of the Contracting officer and/or Division Engineer for Architectural and Engineering service contracts for multiple types of engineering services such as reports, studies, and designs (Title I services).

Supervise the activities of supervisory, administrative, specialist, engineering, and other technical personnel engaged in engineering activities.

Conditions of Employment

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

This position requires pre‑employment financial disclosure and annually thereafter in accordance with DoD Directive 5500‑7‑R.

Appointment is subject to a one‑year probationary period unless the appointee has previously met the requirements described in 5 CFR Part 315.

Position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

Position is supervisory as defined by the Office of Personnel Management's General Schedule Supervisory Guide (GSSG); a one‑year probation to assess supervisory duties is required unless previously completed.

Position has been designated "Mission Essential".

Qualifications

Basic Requirement for General Engineer, Mechanical Engineer, Civil Engineer or Electrical Engineer:

Degree: Bachelor's degree (or higher) in engineering. The program must either lead to a bachelor's degree in an accredited engineering school or include differential and integral calculus and at least five of the following seven areas of engineering science or physics: statics, dynamics; strength of materials; fluid mechanics, hydraulics; thermodynamics; electrical fields and circuits; materials science; or comparable fundamental engineering science or physics.

Combination of Education and Experience:

College‑level education, training, and/or technical experience that furnishes a thorough knowledge of the physical and mathematical sciences underlying engineering and a good understanding, both theoretical and practical, of engineering sciences and techniques.

Professional registration or licensure as an Engineer Intern (EI), Engineer in Training (EIT), or licensed Professional Engineer (PE) by any state or jurisdiction; or evidence of having successfully passed the Fundamentals of Engineering (FE) examination or other required exam.

Specified academic courses: successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, including the courses specified above.

Related curriculum: completion of a curriculum leading to a bachelor’s degree in an appropriate scientific field plus at least one year of professional engineering experience under professional supervision.

Basic Requirement for Architect:

Degree: Bachelor's degree (or higher) in architecture or a related field that includes 60 semester hours of architecture coursework, with at least 30 semester hours in architectural design and at least 6 semester hours each in structural technology, materials and construction methods, and environmental control systems.

Combination of Education and Experience: either a degree in architectural engineering with comparable coursework or experience of one year in an architect’s office for each year short of graduation; five years of experience if no college courses in architecture.

Specialized Experience:

One year of specialized experience which includes: 1) experience working on engineering and/or architectural projects of varying size and complexity involving multiple trades and disciplines related to facilities and building construction, design engineering, construction, maintenance, or sustainable design of an installation; and 2) experience supervising or leading teams of multiple disciplines in the development, execution, and oversight of repair/construction projects. This definition is typical of the next lower grade/level position (GS‑12). Education can be substituted for experience in some federal jobs, but not for this position.

Foreign Education:

Foreign education credentials must be evaluated by a private organization that interprets foreign education programs and has been deemed equivalent to an accredited U.S. program, or full credit must be granted for the courses at a U.S. accredited college or university.

Additional Employment Requirements

Male applicants born after December 31, 1959, must complete a Pre‑Employment Certification Statement for Selective Service Registration.

Proof of U.S. Citizenship is required.

A one‑year probationary period will be used to evaluate the appointee’s fitness and the agency’s determination that the continued employment advances the public interest.

Direct Deposit of Pay is required.

Submission of a Confidential Financial Disclosure Report (OGE450) upon entry and annually thereafter is mandatory.

Selection is subject to restrictions resulting from the Department of Defense referral system for displaced employees.

Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest.
