Accountant II – Budget Specialist (Full-Time)
The Accountant II will serve as the Budget Specialist within the Marketing, Communications and Research division. The Budget Specialist assumes financial management for a large division within MDA. This includes oversight of a diverse budget spanning paid media buys, an external ad agency contract, event management, marketing and research software subscriptions, collateral production, as well as travel and commodity expenses. This position is responsible for the development, analysis, and administration of the division budget. The Budget Specialist performs professional‑level financial work involving budget preparation, expenditure tracking, and financial reporting. The incumbent ensures that budget activities align with division and MDA objectives and comply with agency regulations and policies. Work requires the application of accounting and budgeting principles, sound analytical judgment, and effective coordination with internal divisions. This is a state‑service position.

MDA recruits new companies to Mississippi, helps existing companies expand and provides support to foster growth and new opportunities in a variety of areas, including energy, small and minority business, trade, film, retiree recruitment and more. Additionally, MDA attracts millions of visitors to the state each year through Visit Mississippi, the tourism division of the agency. MDA also supports pass‑through funding and provides support for a variety of grant programs and non‑profits, such as Innovate Mississippi and Mississippi Main Street Association.
Duties and Responsibilities
Develop, maintain, and monitor budgets, including forecasting financial trends and analyzing variances.
Coordinate with division leadership, accounting department to support budget development and ensure alignment with organizational priorities.
Prepare and deliver financial analyses and reports to support management decision‑making.
Monitor expenditures and obligations to ensure adherence to approved budgets and spending plans.
Identify cost‑saving opportunities and recommend strategies to optimize financial resources.
Stay informed about funding sources, financial and compliance regulations, and best practices in budget management.
Qualifications
Typically requires a bachelor’s degree and 2‑4 years of experience and/or appropriate certification.
Preferred: Bachelor’s degree in accounting, business management, or related field.
