Attention Revenue! The Audit division's Account Research and Desk Examination team has a new and exciting opportunity as an Excise Tax Examiner 4 (ETE 4). The ARDE unit helps promote the optimal level of voluntary reporting through the administration of the Voluntary Disclosure Program. Do you have talent for handling complex taxability questions? Responsibilities
Completes theory and math review of audit assessments and reviews Administrative Review & Hearing petition responses.
Assists with the manager review and approval function for examiner’s audit assessments.
Assists staff with difficult tax liability discussions.
Coordinates and provides training support to ARDE staff.
Serves as the Field Audit Manager’s back up and provides leadership to ARDE examiners.
Assists in tracking unit performance measures.
Serves as a division liaison to other divisions, stakeholders, and taxpayers.
Assists in the development of new and/or revised rules, excise tax bulletins, tax determinations, proposed legislation, and impact statements in coordination with internal policy divisions.
Qualifications
Interpretation and Application of Complex Washington Excise Tax Laws, Rules and Audit Policies
Shown through prior work reviewing complex taxability questions, resolving issues of first impression, advising staff, or producing accurate tax determinations.
Desk Examination and Administrative Review Quality Review
Evidence includes experience conducting theory/math reviews, ensuring clarity and consistency in examinations, and validating adherence to policies and procedures.
Technical Guidance and Subject Matter Expertise
Demonstrated through work assigning tasks, providing instruction, reviewing others’ work, troubleshooting complex examiner questions, or contributing to lead-level decision-making.
High-level Technical Communication
Clear written explanations (audit summaries, ruling drafts, complaint responses) and verbal communication during conferences or complex issue resolution meetings.
Research, Analysis, and Organization of Complex Tax Data
Work tracking performance measures, conducting data-driven reviews of lead selections, preparing summaries for protested assessments, or contributing to policy and legislative initiatives.
Leading and Providing Feedback
Providing direction and guidance to others, facilitating structure and teamwork.
Being a positive role model for the team, providing individual assistance, providing tactful feedback, and having respectful crucial conversations.
Training and Development
Expertise in ARDE systems and processes.
Coordinating training of new staff.
Developing, reviewing and updating training materials.
Performing detailed reviews of completed work.
Mentoring staff and co-workers.
Communication Skills
Effectively expressing ideas and information using language appropriate to both the complexity of the topic and the knowledge and understanding of the audience.
Information Retrieval and Analysis
Using effective techniques for information gathering by asking questions to enhance clarity, information flow, and reliability.
Researching, analyzing, organizing, and documenting data to aid assessment, problem solving, and investigation.
Knowledge of laws, rules, policies and procedures relative to the Department of Revenue, understanding of the state tax structure, policy planning, and agency priorities, utilization of court decisions and regulatory advisories.
Planning and Organization
Effectively planning and organizing multiple assignments, often complex or with competing priorities, to produce accurate, thorough, on time work products.
Using necessary technologies such as Microsoft Office applications and mission critical tax accounting systems.
Building and Maintaining Working Relationships
Displaying a positive attitude toward work, co-workers, customers, management, and employer policies.
Providing excellent customer service to external and internal customers.
Preferred Qualifications
One year as an Excise Tax Examiner 3.
Two or more years of senior or lead level DOR experience in accounting, auditing, compliance or tax administration, with 12 semester (18 quarter) hours of accounting coursework completed.
Three years of senior or lead level experience in accounting, compliance, auditing, or tax administration, with 12 semester (18 quarter) hours of accounting coursework completed.
