The Technical Services Project Manager reports to the Operations Program Manager (OPM). The OPM coordinates between the program office, customer, and factory leadership, overseeing operations including cost, quality, and schedule. The Project Manager ensures operational performance throughout the program lifecycle from proposal to delivery.
Essential Functions
Change agent to improve material flow and empowerment within subassembly integration using lean practices and visual management.
Assist in establishing and executing all operations plans, including material, manufacturing, integration of large and complex subassemblies with associated testing.
Develop assembly and manpower forecast.
Assist in proposal efforts for the operations team.
Perform direct tasks and assume individual roles as necessary to support the team and program objectives.
Establish methodology to ensure daily, weekly, and monthly objectives are achieved.
Maintain working knowledge of program scope, schedules, performance objectives, internal and external processes, guidelines, policies, and best practices; ensure compliance among team members.
Maintain ownership of the program’s operations EAC, budget, and EVM reporting.
Manage an integrated master schedule for the operation’s portion of the program scope.
Prepare and present information relating to program status for internal and external review.
Identify project milestones, critical paths, and potential risks, and develop contingency plans.
Facilitate regular meetings and communications to keep all parties informed of project progress, changes, and issues.
Basic Qualifications
Bachelor’s degree with 12 years of related experience in Operations or Program Management/Military OR Master’s degree with 8 years of related experience.
Ability to obtain and maintain a U.S. Government Secret security clearance (citizenship required).
Strong MS Project, Excel, PowerPoint, and Word skills.
Previous experience leading a multi‑discipline team.
Experience with manufacturing execution systems (MES, SAP, PRISM).
Earned Value Management (EVM) experience.
Ability to travel based on location: Arizona resident 25%; Virginia resident 10%.

Preferred Qualifications
Bachelor’s and/or Master’s degree in STEM.
