
BUSINESS MANAGER III

Position Summary
This position has a high level of responsibility and aids the department head in day‑to‑day operations of the Center for Tropical and Emerging Global Diseases. The incumbent represents the CTEGD Director in fiscal matters in his or her absence and serves as the liaison between the department head and other University officials regarding fiscal affairs or business operating procedures. Overall duties include management of professional, fiscal and administrative activities in planning, organizing, leading, and controlling the fiscal, instructional, HR, and logistical activities of the unit; project financial needs and oversee instructional budget; manage approved budget; prepare reports; serve as payroll representative; supervise office staff; hire personnel and process paperwork for new employees; and provide assistance to faculty and staff regarding interpretation and clarification of policies and procedures.
Minimum Qualifications
Bachelor’s degree in a related field or equivalent and 5 years of professional experience.
Knowledge, Skills, Abilities and/or Competencies
Extensive knowledge of accounting rules, regulations and procedures as well as business, budget and financial processes and practices.
Extensive knowledge of UGA HR and Payroll rules, regulations, and procedures.
Work independently on complex issues related to day-to-day operations of a large unit.
Excellent interpersonal, written and verbal communication skills to interact with a variety of disciplines at all levels, exercising tact, confidentiality, sound judgment, diplomacy, and flexibility to promote positive working relationships and job effectiveness.
Organizational, analytical and management skills with the ability to follow through on assignments with minimal direction.
Act independently and exercise judgment with sensitivity to identify matters that require higher‑level management consultation.
Present a positive, professional and helpful attitude and to work as a team member.
Ability to interpret policies and procedures and to propose solutions to problems.
Human Resources Management
Act as the departmental HR and payroll representative.
Process budget and direct retrospective reports.
Coordinate the approval process for annual and end‑of‑project salary certifications.
Assist faculty with grant budgets as it pertains to payroll and benefits costs.
Process, approve, and reconcile payroll for all pay groups.
Prepare summer school budget and process all summer school payroll.
Record benefits costs and prepare reports as needed.
Utilize UGAJobs to create and/or revise positions, post vacant positions, and evaluate existing positions.
Coordinate all new hire and termination paperwork and training for the department.
Create secure, confidential personnel files and complete EEO, Workers’ Comp, FMLA, and Shared Leave forms.
Create separation notices and exit interview forms.
Manage Daily Operations Of The Department
Recruit, train, and supervise/evaluate office staff.
Coordinate workflow among staff and coverage for essential areas of the department.
Communicate approved policies and procedures to faculty, graduate students, and staff and provide guidance as necessary.
Serve as a liaison between campus units and the department and as backup when staff are absent or unavailable.
Perform related work as required by the department head or associate head.
Assist in posting, onboarding, promotions, and other faculty and staff position activities.
Financial Management
Initiate and/or approve all financial transactions within UGA financial systems.
Ensure compliance with UGA financial processes and standards.
Provide oversight for all non‑personal services funds housed within the department.
Guide and direct the senior accountant in all financial matters.
Compile budget information and maintain spreadsheets.
Track indirect cost return and maintain budgets for individual faculty.
Request new speedcodes and combo codes.
Grants Management
Liaise between Sponsored Projects Administration pre‑award/post‑award and faculty and students.
Ensure that grant proposal budgets are accurate, including salary and fringe benefits, travel, indirect cost, cost share, and sub‑contracts.
Maintain accurate records on unit allocations and buyout money from grants.
Review budget justifications for accuracy and detail.
Track effort on projects.
Review sub‑contracts.
Track expenditures for compliance.
Assist with close out and confirm final expenses for post‑award.
Special Projects
Participate in planning of the CTEGD annual symposium and other events.
Carry out other projects and duties as assigned by the Director or Office of Research Administrators.
Assist the Director in preparing CTEGD reports and institutional reviews.
Assist the Director and faculty with annual reports and administration of training grant(s).
Physical Demands
Sitting at a desk for long periods of time. Lifting up to 25 lbs. Standing, walking, bending, stooping, carrying, pushing, pulling.
