Summary
You will serve as a SUPERVISORY HOUSING MANAGEMENT SPECIALIST in the Fleet and Family Readiness Program of HDQTRS NDW.

Duties

Serve as principal advisor and program manager on unaccompanied housing policy for Naval District Washington – Region (CNRNDW).

Develop long‑range plans (e.g., construction, renovation) for housing assets and facilities.

Exercise supervision over all personnel in the branch to ensure program effectiveness.

Track operations and utilization of unaccompanied housing assets to schedule construction, renovation, and recapitalization.

Monitor monthly expenses against budget: identify fiscal performance trends, prepare budget analysis and reports, and recommend actions to ensure financial stability.

Determine requirements and manage all resources used in support of assigned housing facilities and infrastructure, including personnel, facilities, training, funds, and materials.

Requirements

Must be a U.S. Citizen.

Must be determined suitable for federal employment.

Must participate in the direct deposit pay program.

New employees to the Department of the Navy will be required to pass the E‑Verify employment verification check.

Current federal employees applying for GS jobs must serve at least one year in the next lower grade level (time‑in‑grade). Time‑in‑grade requirements must be met by the closing date of this announcement.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days after retirement to a civilian position is subject to 5 U.S.C. § 3326.

Male born after 12/31/59 must be registered for Selective Service.

Will be required to obtain and maintain an interim and/or final security clearance prior to duty entry. Failure to obtain clearance may result in the withdrawal of a job offer or removal.

Position may require travel from normal duty station to CONUS and OCONUS, including travel on military and commercial aircraft for extended periods.

Will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE‑450, within 30 days of appointment.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS‑12 grade level in federal service or equivalent experience in the private or public sector. Specialized experience must include:

Providing advisory services to management on unaccompanied housing policies, concepts, regulations, and laws.

Developing and instituting housing asset management and administrative plans.

Providing financial management guidance, including monitoring expenditures to ensure proper allocation and obligation of funds.

Using knowledge of Public Private Venture (PPV) housing principles for housing acquisition management functions, including requirements surveys, market analyses, new construction, purchased housing, long‑ and short‑term leasing, and community liaison.
