Summary
– This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. Applicants must meet specific individual eligibility requirements in accordance with VHA policy and submit an EDRP application within four months of appointment. Program approval determines the award amount (up to $200,000) and eligibility period (one to five years) after a complete review of the application.

Basic Requirements
United States Citizenship: Citizen of the United States.
Education – Graduate of a school of practical or vocational nursing approved by the appropriate State agency and/or accredited by the National League for Nursing Accrediting Commission (NLNAC) at the time the program was completed.
Exceptions include: Health‑care education in the military service or training in the military service accepted by the licensing body in the jurisdiction where the individual is licensed, qualifying for full LPN/LVN licensure.
OR Current GS‑0620 LPN/LVN employee of the Veterans Health Administration (VHA) who was converted to an appointment under 38 U.S.C. 7401(3) or under 38 U.S.C. 7405 in implementation of Public Law 98‑160 or 99‑576.
OR Individual granted a license by a jurisdiction that does not require graduation from an approved school.
Licensure – Active, full, current and unrestricted licensure as a Graduate Licensed Practical or Vocational Nurse in a State, Territory, Commonwealth or the District of Columbia.
Grade determinations: In addition to the basic requirements, the following qualification criteria must be met for each grade.
The candidate's qualifications must clearly demonstrate the level of competence required for the grade.
GS‑03 – None beyond the basic requirements. LPNs at this grade level are expected to perform all duties within the scope of their license (e.g., medication administration).
GS‑04 – Six months of qualifying experience as an LPN or LVN; OR graduation from an approved school and one year of experience in a supervised medical or nursing care facility; OR graduation from an approved school of at least 24 months duration.
GS‑05 – Completion of at least one year of qualifying experience at the GS‑4 level or equivalent. Demonstrated knowledge and ability to provide a full range of practical nursing care to patients with a variety of physical and/or behavioral problems.
Full description of duties, documentation, emergency response, equipment, safety, and interpersonal communication skills for GS‑05.
GS‑06 – Completion of at least one year of additional qualifying experience at the GS‑5 level or equivalent. Technically proficient in initiating, performing and completing assigned duties, including medication administration and complex diagnostic support tasks.
Preferred experience: 1 year in long‑term care.

Veterans may need dementia, rehabilitation, long‑term, palliative and/or hospice care.
The LPN must practice resident‑centered care and participate with the health‑care team in balancing resident requests and conventional clinical care.
The duties listed are for GS‑6 full performance level; GS‑3/4/5 duties will differ in complexity and level of supervision.

Safety: Adhere to safety guidelines, utilize safety equipment, and report unsafe or unhealthy working conditions.
Maintain a safe and clean work environment.
Recognize urgent or emergent patient care situations; seek assistance of the RN or MD and initiate appropriate emergency interventions.
Select and employ appropriate lifting, moving, or transfer techniques and devices.
Safely select and operate commonly used equipment per competency check‑off education.
Interpersonal communication: Knowledge and understanding of human behavior, patient motivations, and reactions to situations to work effectively with patients, family members, and staff.
Work effectively with patients, families, visitors, co‑workers, and members of other services to promote positive interactions.
