Responsibilities

Provide direction, guidance, and assistance to contractors and work crews on routine projects; coordinate daily work activities; organize, prioritize, and assign work; monitor status of work in progress; inspect completed work; confer with contractors and work crews; assist with complex or problem situations; provide technical expertise.

Ensure compliance with all applicable codes, laws, rules, regulations, standards, policies, and procedures; adhere to established safety procedures; monitor work environment and the use of safety equipment; interpret construction plans and specifications; research code books; initiate corrective actions for deviations or violations.

Consult with Division management or other officials to review status of routine division projects, resolve problems, receive advice or direction, and provide recommendations.

Review construction plans, designs, and specifications for routine projects; develop designs, drawings, or maps for proposed or approved projects; make recommendations concerning improvements, modifications, design strategies, structural systems, or other aspects of project development.

Prepare and administer project budgets; submit justifications for budget requests; monitor expenditures to ensure compliance with approved budget.

Prepare project schedules; monitor progress to meet established schedule.

Coordinate bidding and contracting services; prepare Requests For Proposal (RFPs) for engineering, design, construction, inspection, or maintenance services; prepare bid packages; conduct pre‑bid and pre‑construction meetings; issue addendums; negotiate scope and fees for professional services; recommend vendors; compile contract and specification language.

Coordinate acquisition or maintenance of required permits; research federal, state, and local code requirements; coordinate with multiple divisions, co‑applicants, and consultants; develop programs and reports as required by the permit.

Oversee, administer, and coordinate work performed by consultants, contractors, or other service providers; administer annual maintenance contracts; monitor work to ensure compliance with contract terms; review invoices and payment requests.

Perform technical work supporting business applications including planning, design, analysis, implementation, integration, and management of technical systems for a department or division.

Recommend information technology strategies, policies, and procedures by evaluating departmental outcomes; identifying problems; evaluating trends; anticipating requirements; and understanding current and future technology goals.

Manage projects during design and construction phases; attend regular project progress meetings; prepare, review, and process change orders; process purchase order requisitions, work orders, and invoices; review contractor progress reports; monitor adherence to project schedules.

Conduct inspections, monitor work, and maintain records to ensure quality control; inspect quality of construction work and materials; coordinate final inspections with contractors and engineers; coordinate project acceptance with other county divisions or government agencies.

Prepare executive summaries for presentation to the Board of County Commissioners, Planning Commission, or other officials.

Provide technical advice, information, and assistance concerning engineering issues, project management issues, design or construction activities; respond to questions or complaints; assist in resolving engineering problems, project development issues, or conflicts among project participants; recommend solutions.

Coordinate projects and work activities with other divisions, consultants, contractors, sub‑contractors, utility companies, state agencies, and other external agencies; coordinate with utility engineering staff to identify existing utilities and conduct related work.

Coordinate public education activities related to division projects, services, and activities; coordinate neighborhood programs involving resident participation; speak to property owners and community organizations; provide information; develop press releases and public information materials.

Participate in legal activities relating to projects; attend hearings, provide depositions; meet with County Attorneys to discuss cases.

Prepare and submit requests for review or changes to ordinances or resolutions.

Additional Functions

Manage multiple municipal service taxing/benefit unit advisory committees; provide direction for project and asset construction and maintenance; develop and update budgets; review project priorities; make recommendations on projects; prepare agenda packets; hold regular meetings.

Perform other related duties as required.

Qualifications

Bachelor’s degree in a related field required.

Three (3) years of related experience required. Candidates without a degree must possess at least four (4) additional years of related experience.

Fingerprinting required.

Valid Florida driver’s license with any applicable endorsement(s) may be required to drive county vehicles.

Salary offers above the minimum pay grade may be considered based on qualifications.

Essential employees may be required to work during an undeclared or declared emergency. The County’s Administrative Office will determine which employees are required to work on an incident‑by‑incident basis.
