Starting Salary: $82,644.00 annually

Location: 2 N. LaSalle St., Suite 1010, Chicago, IL 60602

Days: Monday through Friday

Hours: 8:00 AM to 4:00 PM

This position is in the Career Service.

Essential Duties

Coordinate purchasing functions within an operating department, advising staff on procurement procedures and requirements for competitive bid, RFP, and RFQ methods.

Act as liaison between the operating department, the Department of Procurement Services (DPS), and other departments to facilitate all phases of the contract preparation process, preparing work plans and ensuring all components (e.g., DPS checklist) are completed.

Work with departmental staff to coordinate the preparation of required documents, including identification of funding, scope of services, specifications, compensation structure, and other supplemental documents for submission, review, and processing.

Participate as a member of evaluation committees in reviewing final RFP and RFQ documents, drafting evaluation criteria and guidelines, and interviewing potential suppliers/vendors.

Oversee the preparation and processing of delegate agency contracts, including preparing award notices, gathering boilerplate documents, reviewing, and tracking contract packages.

Serve as a point of contact for delegate agencies, program managers, and other department staff on matters related to contract development and processing.

Develop and implement procedures and provide technical assistance to delegate agencies to ensure compliance with grantor and City policies.

May participate on work teams to conduct fact‑based negotiations with RFP and RFQ respondents and draft memorandum providing recommendations for the selection of bidders/vendors.

Coordinate the preparation and submission of departmental contract documents, including detailed specifications by users, contract documents, and other required support documents for the Department of Procurement Services.

Assist in managing awarded contracts at the departmental level, maintaining communications with all parties involved to effectively monitor contracts for compliance with terms and conditions and resolve any contract problems.

Perform or direct lower‑level staff (e.g., Contract Review Specialists) in monitoring contract expiration dates and preparing and processing contract modification forms for extensions, vendor limit increases, and price adjustments.

May supervise staff engaged in compiling contract packages for submission to the Department of Procurement Services or Comptroller's Office.

Provide information to vendors and the public regarding program requirements and the application process for DBE/MBE/WBE programs.

Oversee the maintenance of contract records and files and prepare reports on the status of departmental contracts, expenditures, and related contract information.

Research and maintain a list of vendors supplying goods and services needed by the department; maintain records of pre‑qualified vendors and coordinate the preparation of task orders.

Additional duties may be required for this position.

Qualifications

Six (6) years of work experience in the procurement of supplies, equipment or services; OR

Graduation from an accredited college or university with an associate degree plus four (4) years of work experience in the procurement of supplies, equipment or services; OR

Graduation from an accredited college or university with a bachelor's degree plus two (2) years of work experience in the procurement of supplies, equipment or services; OR

Graduation from an accredited college or university with a master’s degree or higher plus one (1) year of work experience in the procurement of supplies, equipment or services.

Selection Requirements
This position requires applicants to successfully complete an interview. The interviewee who best meets the qualifications and demonstrates the ability to fulfill the responsibilities will be selected.
