Oracle HCM Payroll Consultant

Scope of Work

Working with the

Oracle Human Capital Management (HCM)

application, the contractor will provide support for Oracle's HCM solutions, with a focus on the

Payroll modules within the Oracle Cloud HCM or Oracle Fusion HCM platforms .

The consultant will work with client Employee and Retiree Service Center (ERSC) payroll functional team to provide ongoing support for the Oracle HCM Payroll system including support for the modules:

Time and Leave (OTL)
Absence (ABS)
Benefits (BEN)
ensuring system stability and helping to identify defects and areas of process improvement.

The contractor will also perform varied and complex duties and tasks, that need independent judgment, to implement Oracle HCM payroll product features to meet our business needs.

Work with functional teams and business stakeholders to implement solutions using

Oracle HCM Cloud and client custom Payroll configurations
Configure payroll business workflow and rules
Conduct product and process review sessions and trainings for payroll related product/module features
Lead testing efforts, test case preparation, and testing solution with users
Lead creation of configuration workbooks, and assist with functional configuration of Oracle HCM Payroll, Benefits, Time and Labor, and Absence Management modules
Assist the integration consulting team (i.e., managed services) in helping to configure and test integrations between Payroll and third-party solutions
Provide super user and end user training on Oracle HCM Payroll, Benefits, Time and Labor and Absence Management modules
Facilitate workshops, provide best practice advice related to functional configurations
Review solution design for end-to-end process efficiencies
Create and review documentation for client's reference
Troubleshoot, analyze and resolve issues
Develop and maintain payroll and benefits reports
Must have hands on functional experience with:

Typically, work shall be performed from:

15 W. Gude Drive, Rockville, MD 20850.

This will be primarily performed remotely; some on-site visits may be required.

Required Technical and Functional Skills

Contractor must have

technical and functional experience with Oracle HCM

and provide subject matter

SME

expertise related to

Oracle HCM payroll and benefits modules

Required skills must include:

Minimum 5 years

of experience as an

Oracle Cloud Payroll Lead

with
2-4 years

of experience in

implementing Oracle Cloud
Experience with

Oracle HCM Benefits

module configuration and functionality
Experience

developing Oracle HCM Cloud reports and dashboards OTBI Reports, BI Publisher, Fusion Extract tools, and Oracle's Cloud HCM out-of-the-box reports
Experience with

HCM Cloud fast formulas and Descriptive Flexfields
Good understanding of

Oracle Cloud user management, access control and security policies
Experience in transforming raw data into usable and visible information
Excellent analytical skills with a proven approach to troubleshooting and problem- solving technique
Hands-on experience with

Oracle HCM Cloud Tools such as HCM Extract, HDL, PBL

experience are preferred
Experience with monthly and quarterly patch testing/issue resolution, perform impact analysis and testing
Ability to lead complete software development lifecycle including analysis, design, configuration, programming and unit testing
Assist clients with business requirements and suggest changes for process improvements
Ability to lead complete software development lifecycle including analysis, design, configuration, programming and unit testing
Produce end-user documentation and facilitate knowledge transfer with client functional departments

*About the project:

Client has recently implemented the Oracle HCM platform as part of a multi-phased effort. to serve as the district's Human Resource Information System (HRIS) adopting the following Oracle HCM modules as part of Phase I: Payroll (PAY), Benefits (BEN), Human Resource Core (HRC), Compensation (COMP), Time and Labor (OTL) and Absence (ABS). This Oracle HCM implementation includes a significant number of customizations and third-party integrations required to serve the district's unique needs.

Client is also using Oracle Enterprise Resource Planning (ERP) and Oracle Enterprise Performance Management (EPM) utilizing the Oracle Software-as-a-Service (SaaS) Cloud Platform. The functional scope for Oracle ERP Cloud is financials and supply chain management (Accounts Payables, Accounts Receivable, Advanced Procurement, Cash Management, Fixed Assets, General Accounting, Inventory, Procurement, Projects and Grants, and Sourcing).

Phase I of the client HCM implementation is currently in production, supporting the payroll, human resources, budget, and finance offices as well as the client staff and retiree
