Roles & Responsibilities
The Business Analyst (BA) will conduct requirements analysis of the state systems and document requirements to assist in implementation of IES.
The BA will identify and document as-is and to-be IES system requirements using the IES prescribed business analysis methodology including but not limited to business process flows, detailed use cases, business rules catalogs, context diagrams, and wireframes.
The BA will meet with relevant stakeholders, including agency and local district subject matter experts, users, and executive teams to elicit requirements.
The BA will produce artifacts that reflect and ensure system planning, design, and delivery are in line with business needs.
The BA will conduct peer reviews, understand and adhere to project timelines and priorities, and work with blended teams of State and vendor resources.
NOTE: DESIRABLE QUALIFICATIONS ARE BASICALLY MANDATORY
Mandatory Qualifications:
1. Level II- Between four (4) and seven (7) years of experience as a Business Analyst
2. Between four (4) and seven (7) years of client centered business analysis experience including: Conducting and leading requirements gathering sessions, analyzing requirements gathered, working on software development projects with an active role working with stakeholders, project managers, technical teams, and other business analysts.
3. Between four (4) and seven (7) years of extensive requirements analysis experience including: Identifying, documenting, and validating system requirements that span multiple complex domains for continuous integration and deployment and preparing proposals for best fit technology based on the elicited requirements.
Desirable Qualifications:
1. Between four (4) and seven (7) years of experience identifying, documenting and validating system requirements in the Human Service domain with a focus on enrollment, eligibility, case management, financial management, and child support.
2. Between four (4) and seven (7) years of experience identifying, documenting, and validating system requirements on a modernization project covering several complex functional domains.
3. Between four (4) and seven (7) years of experience working independently on end-to-end business process analysis and optimization in a technology environment, while documenting the To-Be requirements for the online solution.
4. Between four (4) and seven (7) years of experience creating requirement artifacts such as: business process flows, detailed use cases, business rules catalogs, data dictionaries, wireframes , and specifications while adhering to pre-established templates.
5. Between four (4) and seven (7) years of experience in facilitation which may include requirement workshop preparations, facilitating and leading collaborative sessions with stakeholders, discussions with leadership, and reporting on project status.
6. Between four (4) and seven (7) years of experience implementing web based, client facing applications and aligning requirements with federal standards, conditions, and regulations
