Position Description

The Senior .NET Developer - Modernization Lead is responsible for driving architectural evolution, technical modernization, and delivery resilience across enterprise C#/.NET applications supporting critical business operations. This role partners closely with Business Analysts, Product Owners, and technical leadership to design and implement secure, scalable, and maintainable solutions aligned with agency objectives. It provides senior-level technical direction, strengthens architectural standards, reduces legacy system risk, and improves system performance and reliability.

Duties/Responsibilities

Lead architectural design, development, and modernization efforts across C#/.NET applications.
Technical ownership for modernization initiatives (refactoring, cloud readiness, resiliency).
Translate complex business requirements into scalable technical solutions.
Establish architectural standards and coding guidelines.
Reduce technical debt through structured remediation.
Guide cross-team coordination.
Mentor developers.
Design secure RESTful APIs.
Lead root-cause analysis for production issues.
Partner with QA/DevOps on automation and stability.
Support operational readiness and monitoring.
Identify and mitigate architectural risks.
Minimum Qualifications

Bachelor's degree in CS, IS, Engineering, or related field.
7+ years of C#/.NET.
Experience leading architectural decisions.
Strong ASP.NET MVC/API background.
Advanced SQL Server performance skills.
Legacy modernization experience.
Secure RESTful API design.
Logging/monitoring/observability.
Knowledge of DI, middleware, async/await.
Frontend familiarity (Angular/React).
Mentoring experience.
Git/CI-CD proficiency.
Ability to deliver durable solutions.

Preferred Qualifications
• Public sector or matrixed experience.
• Experience with LLMs/automation.
• Cloud-native familiarity.
• SQL Server tuning expertise.
• Regulatory environment experience.
• Strong communication & adaptability.
• Advanced MS Office and Workday familiarity.
